Job Description

Roles & Responsibilities

You will lead the commercial function, overseeing cost control, contract management, and financial performance across all stages of the project lifecycle.

Duties & Responsibilities:

  • Act as Omnium s principal point of contact for all post-contract commercial matters across the project, ensuring a consistent, high-quality service at all times.
  • Build and maintain strong relationships with clients, consultants, and stakeholders, providing clear communication and commercially sound, solutions-focused advice.
  • Lead all post-contract cost management activities, including cost reporting, budget monitoring, cash flow management, and financial forecasting.
  • Undertake detailed cost analysis, assess variations and claims, and issue robust commercial recommendations that protect both the client s and Omnium s interests.
  • Manage and mentor a team of project surveyors, ensuring high standards, effective resource planning, and consistent delivery.
  • Chair and contribute to client and project meetings, clearly communicating complex commercial matters and proactively resolving issues.
  • Maintain accurate forecasting and reporting processes, continuously improving controls and visibility.
  • Ensure full compliance with contractual obligations, industry best practice, and relevant regulations.
  • Prepare, review, and manage contractual correspondence, valuations, variations, and claims in a timely and professional manner.
  • Support business development efforts by strengthening client relationships and identifying future opportunities.

Key Skills & Requirements:

  • 15+ years post-graduate experience across all aspects of Quantity Surveying.
  • Minimum 5 years experience on large-scale and complex infrastructure projects.
  • At least 5 years experience working in KSA.
  • Strong knowledge of cost control, contract management, and commercial delivery.
  • Demonstrable experience managing large, complex, multi-package construction projects.
  • Advanced estimating and remeasurement capability.
  • Strong leadership skills with experience managing QS teams.
  • Thorough understanding of construction contracts, commercial documentation, and engineering drawings.
  • Proficiency in quantity surveying software and associated commercial tools.

Desired Candidate Profile

Due to the client-facing nature and location of this role, it is a non-negotiable requirement for the Senior Cost Manager to be a native Arabic speaker (Arabic as mother tongue).

Important: Must be currently based in Saudi Arabia with a transferable Iqama.
