Roles & Responsibilities

Under this consultancy, the Consultant is requested to complete the following tasks:

  • Develop and deliver three comprehensive training modules tailored to the needs of MSMEs operating in crisis-affected contexts, with a focus on financial resilience, business continuity, and adaptive growth strategies.
  • Module A: Financial Risk Management and Steadiness in Crisis. The covered topics include: financial health assessment, emergency fund strategies, budgeting, income diversification, expense management and collaborative decision-making. This module will be facilitated in two sessions to ensure all key topics and concepts are covered.
  • Module B: Exploring Business Opportunities during the Crisis: The module covers the following topics: Mapping and prioritizing growth opportunities, business model adaptation and accessing new markets, partnership building, SWOT analysis, investment case and funding gap.
  • Module C: Business Continuity Planning and Crisis Response Strategy: The module covers the following topics: crisis risk assessment, resource allocation, continuity planning, crisis communication.
  • Develop for each module the required training materials and delivery tools, including presentations, facilitator notes, practical exercises, case studies, and toolkits needed to ensure effective and practical delivery.
  • Ensure that the content of all modules is context-specific, practical, and adapted to the current challenges faced by MSMEs in Lebanon, including financial instability, operational disruptions, market uncertainty, and the need to strengthen resilience during crises.
  • Deliver the three training modules through online workshops to the selected beneficiary companies, in 2 batches of up to 100 participants each, and according to a schedule to be agreed upon with UNDP.
  • Module A will be delivered over 2 sessions, each 1.5 hours
  • Module B will be delivered over 1 session of 1.5 hours
  • Module C will be delivered over 1 session of 1.5 hours
  • Facilitate the workshops in a participatory and practice-oriented manner, ensuring that businesses are equipped with practical knowledge, actionable recommendations, and tools that can be directly applied to their operations.
  • Develop and submit a practical toolkit summarizing key tips, recommendations, and takeaways from the three modules to support participating MSMEs in applying the concepts introduced during the workshops.
  • The Senior Financial Advisor will provide technical advisory support to UNDP in the implementation of the lending component. The advisor will propose practical adjustments to lending modalities, supporting UNDP team with lending portfolio monitoring and analysis, reviewing credit risk assessment frameworks as needed, reviewing loan performance tracking including cash-flow and business performance, and ensuring compliance with project portfolio at risk, NPL ratios and write-offs. including flexible repayment terms and risk mitigation measures, to enhance accessibility and effectiveness in fragile environments.
  • Coordinate closely with UNDP throughout the assignment to review, validate, and finalize the training content, methodology, delivery approach, and implementation schedule.

Desired Candidate Profile

A bachelor s degree in management, law, political science, human rights, social sciences, international relations, or a closely related discipline or above is required.

At least 4 years of relevant work experience in advocacy or project management.

Language: Fluency in Arabic and English is mandatory (both oral and written).

The Women s Economic Empowerment (WEE) Through Advancing Women-Led Enterprises in Lebanon is a new project funded by the Government of Canada for a period of 3.5 years. The project aims at supporting gender-responsive job creation and help generating economic opportunities for women-led micro, small and medium enterprises (MSMEs) across various productive sectors with high growth potential. Through this objective the project will be fostering the economic security, stability and prosperity of women entrepreneurs and women-led MSMEs in Lebanon.

The project includes 3 main components:

Component 1: Ensuring that government institutions are more responsive to women s needs through processes that are more conducive to doing business,

Component 2: Ensuring that women-led MSMEs have access to the financial resources to grow and remain sustainable,

Component 3: Ensuring that women-led MSMEs receive the needed technical support to increase their access to local and international markets.
