Job Description
Roles & Responsibilities
- Execute all tasks related to receiving, organizing, and archiving financial documents, receipts, and other financial files, ensuring accurate recordkeeping and retrieval when required.
- Enter all financial data and information accurately into the electronic financial database.
- Implement and monitor financial transactions related to salaries, allowances, benefits, leave, end-of-service, recruitment, and promotions, ensuring monthly payroll processing and accurate reconciliations.
- Monitor municipality deposits and bank balances to ensure liquidity requirements are met and review issued bank guarantees to verify compliance with financial procedures and accounting documentation.
- Participate in document and financial auditing of contractors’ and consultants’ payment certificates, ensuring the existence and validity of bank guarantees covering advance or final payments, and confirming renewals before expiry.
- Supervise the daily work of revenue collectors related to receiving municipal service fees, ensuring effective implementation of collection procedures.
- Monitor bank deposit and withdrawal movements, confirm that all deposits are properly credited to the municipality accounts, and follow up on any bounced cheques and their collection.
- Prepare and issue financial claims and payment directives to different entities across the Emirate, follow up on unpaid claims and settlements, and ensure their remittance to the treasury.
- Process refund requests for amounts collected in error (e.g., duplicate or cancelled fines).
- Follow up on financial disbursement processes in accordance with approved expenditure categories, and ensure the availability and proper management of cheques and related bank instruments.
- Conduct feasibility studies for proposed or modified financial systems and services provided by organizational units, collecting relevant data and preparing financial estimates reflecting projected activity.
Desired Candidate Profile
- Education: Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field.
- Experience:
UAE Nationals: Minimum 4–6 years of relevant experience in financial operations or payroll.
Non-UAE Nationals: Minimum 9–12 years of relevant experience, preferably within government or semi-government sectors. - Technical Skills:
Strong knowledge of UAE Government Financial Systems, accounting standards, and payroll procedures.
Proficiency in ERP systems (Oracle, SAP, or similar).
Advanced MS Excel and financial reporting skills. - Soft Skills:
High attention to detail and accuracy.
Analytical and problem-solving skills.
Confidentiality and integrity in handling financial data.
Excellent communication and coordination abilities.
