Job Description
Roles & Responsibilities
Leads the development and implementation of project-wide handover and commissioning strategies, procedures, and checklists aligned with PMO standards.
- Oversees and validates Testing & Commissioning (T&C) activities, ensuring system functionality, integration, and compliance with specifications.
- Reviews and ensures completeness of all handover deliverables, including:
- As-Built Drawings
- O&M Manuals and Training Documentation
- Warranties, Guarantees, and Spare Parts
- Testing & Commissioning Reports
- Asset Registers and GIS submissions (where applicable)
- Manages and tracks Substantial Completion requirements, including approval-gated items such as:
- Construction Acceptance Tests
- Closed Snag Lists
- Operation & Maintenance Manuals
- Road Safety Audits and operational readiness evidence
- Coordinates with stakeholders and authorities (e.g., municipality, utility providers, traffic control entities) to secure handover approvals, permits, and clearances.
- Ensures proper interface management between systems (e.g., power supply to ITS, drainage integration, traffic signal operations).
- Reviews contractor submissions including method statements, T&C plans, ITPs, and close-out documentation.
- Monitors contractor and PMCM performance on handover readiness, highlighting risks and enforcing corrective actions.
- Supports the definition and implementation of Defect Liability Period (DLP) strategies and handover conditions.
- Advises PMO leadership on handover risks, partial completions, and operational readiness.
- Provides technical leadership and guidance on commissioning and handover matters across all disciplines.
- Performs other responsibilities associated with this position as appropriate.

The Senior Handover & Commissioning Engineer is a fully qualified professional with deep expertise in Testing & Commissioning (T&C), construction close-out, and asset handover across multi-disciplinary infrastructure systems including roads, structures, utilities, landscape, power, and Intelligent Transport Systems (ITS).
This role focuses on governance, coordination, and assurance of handover readiness, ensuring all contractual, technical, and stakeholder requirements are met prior to Substantial Completion and Final Handover. The position requires strong interface management with PMCMs, Contractors, and receiving entities, and may involve site visits across Riyadh.
