Job Description

Roles & Responsibilities

  • Develop safety policies in alignment with local and company strategy.
  • Develop and update HSE procedures in alignment with local and international standards.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best industry standards to define intelligent solutions for issues confronting the HSE function.
  • Develop comprehensive reports on HSE performance to assist management for performance reviews.
  • Conversant on the legislation likely to apply on the industry in line with Kuwait National regulations & KOC regulations.
  • Capable to identify & monitor risk management programs to be meet Company ERM.
  • Work in conjunction with ERM Team to develop and monitor annual safety targets, identifying business impacts and developing control strategies that ensure continual improvement.
  • Highlight major hazards and risks to allow risk management decision-making to achieve financial robustness of the project
  • Familiar with Emergency response strategy development and support in the development of response strategies.
  • Accustomed with various Process Hazards Analysis Techniques
  • Conversant with Project Gate System Process approach.
  • Develop /review HSE deliverables during project inception stage considering broad hazards occurring throughout project life cycle.
  • Perform selection based on ranking of a wide range of options with transparent safety criteria
  • Participate in the SOR preparation with respect to project scope, resources, funds, phasing, schedule to complete the required FEED.
  • Familiar with identification of HSE parameters during feasibility and validation stage.
  • Thorough with the technical HSE requirements during validation stage of the project.
  • Familiar with the development/ review of risk ranking during different phases of the project.
  • Identify and adopt HSSE sustainability guidelines in line with international standards, best practices.
  • Knowledgeable to utilize QRA to identify high risk and assist in identifying measures to achieve ALARP.
  • Identify the HSE requirements for the projects during tender stage, to ensure compliance with company policies.
  • Perform the review of the HSE process during the Bid evaluation process.
  • Develop pre-qualification criteria for contracts based on the scope of work activity and participate in the process.
  • Familiar with Integrity Management System process for monitoring and evaluation.
  • Provide adequate support to the management by ensuring HSE risk/impact management processes within the company.
  • Conduct analysis on HSE performance indicators to identify opportunities for improvement in HSE programs and further develop strategic plans for continuous improvement.
  • Conversant with Comprehensive List of Clauses methodology to identify the system causes and root cause for all incidents.
  • Generate incident investigation report identifying SMART recommendations for loss prevention.
  • Develop checklist and guide notes for effective audits and inspections.
  • Perform the audit in the capacity of Lead auditor and recommend practical solutions to rectify identified problems/ issues.
  • Prioritize recommendation implementation of corrective / preventive action plans based on the severity
  • Develop and conduct HSE competency enhancement programs.
  • Provide support and guidance during the design phase of the Contracts to coordinate implementation of Contractor HSE plan and HSE design requirements
  • Act as safety subject matter expert to provide technical support to Contractors on HSE programs/procedures.

Desired Candidate Profile

· Bachelor’s degree or master’s degree in engineering (refer note)

· Must have CSP or CRSP or CFIOSH or iDip NEBOSH

· Must possess ISO 45001 Lead Auditor Certification

· Must have minimum 15 years’ experience, which shall include minimum Twelve (12) years’ experience in Occupational Safety in Oil and Gas or Petrochemical Industries.

· Must have conducted at least 3 Audits in the capacity of Lead auditor/ Auditor.

· Valid Kuwait driving license

· Good command of English language, both written and spoken is required.

· Conversant with all MS Office tools

· Eligible in line with Ministry of higher education requirements
