Job Description
Roles & Responsibilities
You ll ensure all approved technical training instructors, train the trainers and qualified assessors in the AFS are compliant to the DA training standards and frameworks.
You ll be nominated as the responsible person ensuring compliance to GCAA regulations, managing internal quality assurance of our GCAA accepted training and assessment program
You ll be responsible for the overall management of the entire Maintenance of Skills and Competence Scheme. This will include monitoring and evaluating the effectiveness of the program in line with SMS requirements; implementing periodic reviews of training material against current GCAA regulations, DA Policy, AFS SOP s, incident learning outcome reviews; incorporating all changes using the change management process.
You ll conduct audit of training and assessment records of all staff, working with DA Learning & Development Team, AQA teams and AFS management to ensure compliance of recording and reporting.
You ll be responsible for the management of the training budget in accordance with organization s budget cycle and policy. This will include preparation and submission of budget; preparation of supporting business cases and justifications; accurate tracking of budget spends, to ensure it follows agreed profile; compiling accurate data to support financial performance reporting.
You ll be responsible for the overall performance of AFS Technical Training Team to ensure they deliver against departmental objectives, personal goals, and success criteria. This will include ensuring all staff adhere to policies; managing staff leave, absence, welfare issues, performance management, staff disciplinary processes where necessary.
You ll ensure strong connections with key internal and external stakeholders across the airport communities at both DXB and DWC, including the GCAA. Research and develop training programs, establishing more knowledge by staying up to date with new initiatives and international best practice across the aviation fire service industry.
Desired Candidate Profile
You ll be educated to a minimum of High Diploma Aviation Fire Service or related fields and acquired a minimum of 10 years of AFS operational experience
You ll have minimum of ICAO Level 5 English Language proficiency.
You ll hold a valid UAE/GCC driving license and a Dubai Airports' Airside Driving Permit (ADP)
You ll hold a vocational Level 3 Assessor certificate
You ll have incident Command managing competency qualification (Skills for Justice or equivalent)
Instructor or train the trainer qualification
IQA (Internal Quality Assessor) Level 4, preferable
Extensive knowledge of GCAA regulations, including the new CAR AGA (Training Section), CAR Part IX, X and XI. Knowledge and understanding of other regulatory frameworks from ICAO, EASA and international standards
Extensive knowledge of Incident Command/Control, Risk Management, AFS Operations, including Airside Driving Regulations,Knowledge of Emergency Planning, Response & Resilience, Business Continuity Management Systems, Airline operations Aircraft ground operations, QMS and SMS policies.
