Job Description

Roles & Responsibilities

FUNCTIONS:

  • Report directly to the Managing Director and closely collaborate with the Operations, Assets & Maintenance Managers to ensure all procurement needs for the smooth functioning of all OSWS Plants and departments are met.
  • Develop and maintain Procurement Policies, Procedures, and Standard Operating Procedure (SOP) forms (e.g., FSOP Forms).
  • Develop cost-effective strategies for bulk purchasing and contribute to the monitoring of the annual budget for all departments.
  • Communicate regularly with senior management regarding the efficient flow of goods and services affecting production.
  • Manage all procurement activities, from the initial Purchase Requisition (PR) stage through to contract finalization and order placement.
  • Oversee the control of all Orders and Contracts, including the verification of orders placed and rigorous follow-up on Material Receipts.
  • Conduct negotiations with suppliers to achieve cost optimization and secure the best value for the company.
  • Monitor and manage all Tender activities from the Request for Quotation (RFQ) stage through to completion.
  • Prepare Purchase Orders and Comparison Statements as required by policy.
  • Arrange site visits and assist key managers in preparing technical specifications and Requests for Quotation (RFQ) for assets.
  • Control and follow up on quotations for spares, consumables, chemicals, and general services in close coordination with the Operation & Maintenance Team.
  • Work closely with the Quality team and Health & Safety Team to ensure compliance.
  • Monitor the quality of products and services received and take necessary corrective action if they do not meet our specifications, seeking ways to continuously improve product quality.
  • Coordinate with the Finance Department for the accurate accounting of invoices and the timely release of payments to suppliers.
  • Closely monitor all budget-related activities for all departments in alignment with the Finance Manager to ensure procurement activities remain within the allocated annual budget.
  • Provide Finance with periodic reports on procurement spending, savings achieved, and cost-effectiveness strategies.
  • Improve and maintain strong supplier relationships, including arranging regular meetings.
  • Evaluate suppliers periodically in accordance with the Company Procurement Procedure.
  • Manage all terms and conditions related to Import Procurements and organize necessary shipping and logistics arrangements, monitoring delivery times.
  • Lead and manage the purchasing team, delegating tasks and providing motivation to achieve optimal results.
  • Prepare and share necessary Periodical Reports on procurement performance, savings, and compliance.

RESPONSIBILITIES:

  • Comply with Internal and External Audits in respect of procurement.
  • Supporting all areas of the company as required.
  • Willing to work for extended hours when required and instructed by Management.
  • Assist with the creation of reports and information for the Management as required.
  • Perform any reasonable duty/instruction from Management.
  • Adheres to company s Quality, Health & Safety and Environment policies and procedures.
  • Adheres to company s HR Policies and Procedures.

SKILLS PROFILE:

  • Organization of own duties and work as a team
  • Diagnosis and corrective action of process problems in the procurement
  • Ability to understand specifications of spare parts and CAPEX
  • Understand and follow oral and written instructions

Desired Candidate Profile

ACADEMIC BACKGROUND:

  • An accredited and recognized Bachelor's degree is required. A degree in Technical, Engineering (Electrical or Mechanical), Supply Chain Management, Logistics, or Business Administration field is preferred.
  • Professional Certification is highly desirable. This includes, but is not limited to, Certified International Procurement Manager (CIPM), Certified Purchasing Professional (CPP), or equivalent credentials such as those from CIPS (Chartered Institute of Procurement & Supply).

PROFESSIONAL EXPERIENCE:

  • 5 years experience in Procurement lead or management Roles.

KNOWLEDGE OF:

  • Good spoken and written English is a must.
  • Excel Knowledge.
  • CMMS.
  • Knowledge of ERP Software.
  • Procurement and administration
  • Technical procedures and safety.
