Senior Proposal Engineer

We are partnering with a well-established company in Saudi Arabia. They specialize in energy and infrastructure projects. They provide services including EPC contracting, pipeline and pump solutions, offshore and onshore survey services, and engineering solutions.

Currently, they are looking for a Proposal Engineer to join their team in Al Khobar and play a pivotal role in preparing comprehensive, competitive, and high-quality proposals and tender documents that meet client specifications and align with organizational goals.

Main Responsibilities:

1. Tender and Proposal Development:

• Study tender documents, specifications, drawings, soil investigation reports, and design criteria to create accurate proposals.
• Prepare baseline budgets, cash flow plans, material/manpower schedules, and baseline project schedules.
• Ensure all required technical documents, such as BOQs, method statements, QCPs, and ITPs, are accurate and comprehensive.

2. Technical Leadership:

• Lead and mentor a team of engineers, quantity surveyors, and draftsmen to ensure timely, high-quality deliverables.
• Provide guidance to meet tight deadlines while maintaining accuracy and compliance with client requirements.
• Incorporate site visit observations into proposal strategies to dress real-world project needs.

3. Client and Stakeholder Coordination:

• Communicate effectively with clients to resolve ambiguities in tender requirements.
• Collaborate with design teams, subcontractors, and other stakeholders to ensure seamless proposal preparation.
• Build and maintain professional relationships to foster trust and ensure alignment with project goals.

4. Estimation and Analysis:

• Conduct precise quantity estimations, BOQ preparation, and rate analysis to support competitive proposals.
• Identify and mitigate potential risks during the proposal preparation phase.
• Continuously improve processes for cost estimation, document preparation, and strategy development.

5. Compliance and Quality Assurance:

• Ensure all proposal components adhere to industry standards, client specifications, and technical requirements.
• Deliver methodical and structured proposals, ensuring alignment with organizational goals and market competitiveness.

Key Qualifications:

• Strong expertise in tender document analysis, quantity estimation, and BOQ preparation.
• Proficiency in preparing technical documents such as QCPs, ITPs, and method statements.
• Leadership capabilities with the ability to manage and develop a high-performing team.
• Effective communication and problem-solving skills to address ambiguities and risks.
• Knowledge of industry standards, client specifications, and project management principles.
• Fluent in English, Arabic is a Plus.
