Job Description
Roles & Responsibilities
Lead the preparation of end to end technical and commercial proposals for clients, ensuring accuracy, competitiveness, and full compliance with tender requirements.
Coordinate multidisciplinary inputs from engineering, procurement, finance, project controls, and management to produce cohesive proposal packages.
Develop detailed technical submissions, methodologies, execution plans, project schedules, and risk assessments.
Prepare and review compliance matrices, ensuring alignment with client specifications, authority requirements, and international standards.
Oversee cost estimation, BOQ preparation, quantity take offs, and pricing strategies to support competitive commercial submissions.
Manage vendor and subcontractor inquiries, including sourcing, technical clarifications, and pricing consolidation.
Conduct internal proposal initiation meetings, progress reviews, and alignment sessions to drive timely deliverables.
Interpret tender documents, drawings, and specifications to identify risks, opportunities, and differentiators.
Support negotiation strategies by providing technical and commercial insights during pre award discussions.
Ensure all submissions meet internal quality standards, client expectations, and regional regulatory requirements.
Maintain up to date knowledge of UAE/GCC market pricing, procurement channels, and authority regulations.
Manage multiple concurrent tenders and ensure on time delivery under pressure.
Desired Candidate Profile
Degree in Electrical or Mechanical or Civil Engineering with strong technical grounding
Minimum of 10+ years of progressive experience in either Industrial, Power, Water or Oil & Gas projects in the UAE and wider GCC
Background in EPC contracting or BOO project structures, including multidisciplinary coordination
Expertise in preparing end to end technical and commercial proposals, including compliance matrices, methodologies, execution plans, and pricing structures
Strong command of cost estimation, BOQ preparation, quantity take offs, and pricing strategy
Familiarity with local procurement channels, vendor sourcing, and UAE/GCC market pricing
Deep understanding of local authority requirements, regional engineering standards, and international standards
Ability to interpret tender documents, drawings, and specifications to develop accurate and competitive proposals
Experience leading internal proposal kick off meetings and coordinating inputs from engineering, procurement, finance, and project controls
Skilled in preparing technical write ups, project execution plans, schedules, and risk assessments
Strong commercial awareness with the ability to support negotiation strategies
Fluency in English, with excellent communication, writing, and stakeholder management skills
Proven ability to manage multiple tenders simultaneously and deliver under tight deadlines
Possesses excellent professional qualities with a strong sense of responsibility and strong execution ability
Demonstrates strong learning ability and adaptability in fast paced environments
Priority for candidates with proven experience in Big or Mega Projects.
