Project Overview

Nicholas O Dwyer is providing Technical Assistance and Supervision services for a key water and wastewater infrastructure projects across the Gaziantep, Ad yaman, and Kilis provinces in Turkey. The programme includes the design, construction supervision, and operational planning of drinking water and wastewater treatment plants, pumping stations, and network rehabilitation. The work places a strong emphasis on sustainability, institutional capacity building, and resilience.

About The Role

Nicholas O'Dwyer is seeking a Senior Resident Engineer (MEICA) to lead site supervision, installation, testing, and commissioning for large-scale water and wastewater mechanical, electrical, and automation systems. This role will act as the client s representative on-site, ensuring compliance with technical specifications, safety regulations, and FIDIC contract conditions, while closely monitoring MEICA contractors and equipment delivery.

Main Duties and Responsibilities

As a Senior Resident Engineer (MEICA), working in collaboration as part of a larger team is essential for this role. The successful candidate will be responsible for:

  • Will hold overall responsibility for on-site supervision, contractor coordination, and contract management specifically for MEICA works.
  • Review and approve Contractor MEICA design submissions, including process P&IDs, Electrical Wiring Diagrams, Control Philosophy, and equipment details against project requirements.
  • Take ownership and lead daily site inspections, quality control, progress tracking, and issue resolution for all mechanical, electrical, and instrumentation installations.
  • Responsible for chairing progress meetings, issuing instructions, and ensuring safety protocols are maintained.
  • Oversee and manage the testing and commissioning phases, including Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and process proving of treatment plants.
  • Manage contractual matters on-site related to MEICA Works, including the evaluation of Contractor claims, variation orders, and verification of payment applications against actual work completed under FIDIC conditions.
  • Support with technical reporting, approval of materials, and measurement of works for interim and final payments.
  • Responsibility to maintain regular updates and communicate site progress, both internally and externally with the client.
  • Responsible for supporting and guiding assistant resident engineers, inspectors, and administrative staff on site.
  • Maintaining a culture of continuous improvements across all aspects of the working environment and projects.
  • To ensure maximum flexibility and to reflect the Company's evolving needs, additional tasks and responsibilities will form part of this role as it evolves.

Knowledge, Skills and Experience Required

  • A Primary degree in Mechanical or other relevant engineering disciplines is required.
  • Minimum of 8 years' professional experience and minimum of 3 years in construction supervision of large-scale water or wastewater infrastructure projects.
  • Extensive familiarity with FIDIC contract conditions and EU PRAG procedures.
  • Proven experience in the supervision, testing, and commissioning of MEICA infrastructure within water/wastewater treatment plants or pumping stations.
  • Strong technical competence in reviewing P&IDs, Electrical Wiring Diagrams, Control Philosophy, and managing FAT/SAT procedures.
  • Experience in EU or other international funded projects.
  • Awareness of Health & Safety and welfare at work requirements during both construction and operation/commissioning phases of MEICA infrastructure.
  • Strong leadership, reporting, and communication skills in a multi-disciplinary, multicultural site environment.
  • Experience working with contractors and public agencies on IFI-funded infrastructure projects.
  • Proven ability and interest to manage and mentor large site supervision teams.
  • Competent in office packages, Microsoft, excel PowerPoint etc.
  • Good time management skills, with the ability to prioritise work and manage many tasks concurrently.
  • Excellent clear and concise communication skills and the ability to work as part of a multi-disciplinary and multi-cultural team.
