Job Description

Roles & Responsibilities

The Roads Consultant will lead and oversee pavement maintenance and urban road asset management projects, with a focus on implementing and monitoring performance-based contracts. They will ensure projects are completed efficiently, according to standards, and will assess contractor performance to maintain infrastructure quality across municipalities in the Kingdom.


Key Responsibilities:

  • Provide expert guidance on pavement maintenance and road asset management strategies.
  • Oversee the planning, implementation, and supervision of pavement repair and maintenance projects.
  • Ensure that all projects adhere to specified standards, budgets, and schedules.
  • Manage and coordinate multiple projects involving pavement maintenance and road asset implementation.
  • Develop and review performance-based contracts for pavement and road asset maintenance.
  • Monitor and evaluate contractor performance to ensure compliance with contractual obligations and performance criteria.
  • Report on project progress, challenges, and outcomes to stakeholders and clients.
  • Provide technical recommendations to improve maintenance efficiency and asset longevity.

Desired Candidate Profile


Qualifications and Experience:

  • Bachelor's degree in Civil Engineering or related field.
  • Minimum of 15 years of experience in road maintenance, pavement management, and project supervision.
  • Demonstrated experience with performance-based contracting models for infrastructure maintenance.
  • Proven track record managing at least three pavement maintenance projects and road asset implementation.
  • Strong knowledge of municipal road asset management across the Kingdom.
  • Excellent leadership, communication, and project management skills.

Preferred Skills:

  • Familiarity with local standards and regulations in the Kingdom.
  • Ability to develop comprehensive maintenance and performance-based contracts.
  • Strong analytical and problem-solving skills
