Job Description
Roles & Responsibilities
This position requires a senior professional with strong expertise in transport planning, policy and strategy development, multimodal network design, first and last mile integration, and data-driven analysis to support evidence-based decision-making at government level.
- Support the development of the national Public Transport Master Plan, ensuring alignment with national development strategies, government priorities, and sustainability objectives
- Conduct comprehensive assessment of the existing and planned transport network, identifying gaps, operational inefficiencies, and strategic improvement opportunities
- Develop and apply transport modelling approaches and GIS-based analysis to forecast demand, test scenarios, and evaluate network performance
- Define and assess multimodal public transport solutions, including metro, bus, feeder services, and first/last mile connectivity strategies
- Engage and coordinate with key stakeholders, including government entities, transport authorities, municipalities, and relevant private sector operators, to ensure alignment and consensus building
- Develop strategic policy recommendations and planning frameworks covering service planning, network expansion, infrastructure investment prioritisation, and operational optimisation
- Prepare implementation strategies and phased roadmaps, including governance structure, key milestones, resource requirements, and performance monitoring indicators
- Produce high-quality technical reports, presentations, and decision-support documentation for senior leadership and government stakeholders
- Ensure integration of public transport planning with wider urban development, land use planning, environmental sustainability, and economic development strategies
- Monitor international best practices and innovations in public transport and sustainable mobility, and adapt relevant approaches to the Qatar context
- Contribute to multidisciplinary coordination across planning, engineering, and policy teams to ensure coherent and integrated project delivery
Desired Candidate Profile
Minimum 8 years of professional experience in transport planning, with at least 5 years focused on strategic master plan development
- Proven experience leading national or regional-level transportation planning initiatives
- Strong expertise in public transportation systems, including bus, rail, and multimodal networks
- Advanced proficiency in transportation modeling software (such as VISUM, CUBE, or similar platforms)
- Demonstrated experience with GIS applications and spatial analysis tools
- Excellent analytical and quantitative skills with the ability to interpret complex data sets
- Proven ability to develop policy recommendations and strategic frameworks
- Exceptional written and verbal communication skills, with the ability to present complex information clearly to diverse audiences
- Knowledge of sustainable transportation planning and environmental considerations
- Familiarity with government budgeting and resource allocation processes
- Experience working in the Middle East or similar regional context is preferred
- Strong organizational and time management skills with the ability to manage multiple priorities
- Proficiency in Microsoft Office Suite and project management tools
