Roles & Responsibilities

I. BASIC FUNCTION:

The Water Utility Engineer is responsible for delivering high-quality technical engineering services across water treatment, transmission, pumping, and distribution systems. The role ensures technical compliance, operational reliability, and safety of water assets while supporting planning, operations, and capital projects through sound engineering analysis and disciplined execution. The position contributes to continuous improvement, technical problem-solving, and effective coordination with internal and external stakeholders.

II. JOB SCOPE:The Water Utility Engineer supports end-to-end engineering activities for water utility assets, focusing on design review support, technical studies, operational troubleshooting, and compliance with engineering standards and regulatory requirements. The role provides technical input to projects and operations, contributing to system reliability, efficiency, and sustainability. The position interfaces closely with planning, operations, and project teams to support asset performance and service continuity.

III. PRINCIPAL DUTIES:

  1. Apply approved engineering standards, specifications, and design criteria for water utility systems.
  2. Support design reviews for water treatment plants, pumping stations, pipelines, reservoirs, and distribution networks.
  3. Prepare, review, and validate technical calculations, drawings, and specifications.
  4. Perform hydraulic analysis, network modelling, and system performance assessments.
  5. Identify technical risks, operational issues, and propose mitigation and improvement measures.
  6. Support resolution of operational issues related to pressure, water losses, pumps, and water quality.
  7. Coordinate with operations teams during commissioning, testing, and performance optimization of water facilities.
  8. Ensure engineering deliverables comply with international standards (AWWA, ISO, IEC) and local regulatory requirements.
  9. Support technical audits, inspections, and condition assessments of water assets.
  10. Maintain accurate technical documentation, design records, and as-built drawings.
  11. Support engineering change management and technical deviation justifications.
  12. Coordinate technical interfaces between water systems and other utilities such as power and control systems.
  13. Interface with consultants, contractors, and suppliers to review technical submissions and clarify requirements.
  14. Provide technical input to reports, regulatory submissions, and management decision-support documents.
