Roles & Responsibilities
2. Duties and Responsibilities
Strategic:
- Suggest improvements of activities related to manoeuvring ships coming to the Port of Duqm.
- Lead a team of pilot, supporting staff and crew members to ensure smooth execution and management of vessels in timely and effective manner.
Financial:
- Work towards improving profitability of vessel marine operations.
Operational:
- Consult maps, charts, weather reports, and navigation equipment to determine and direct ship movements for smooth operations.
- Advise local knowledge to Masters of all ships in port area. Direct course and speed of ships, based on specialized knowledge of local winds, weather, water depths, tides, currents, and hazards ensuring safety compliance.
- Set ships' courses that avoid reefs, outlying shoals, and other hazards, utilizing navigational aids such as lighthouses and buoys in proactive manner.
- Give directions to crew members who are steering ships ensuring effective collaboration and coordination to achieve desired outcome and manage timelines.
- Operate ship-to-shore radios to exchange information needed for ship operations and ensure smooth dissemination of information to the crew members from time to time.
- Prevent ships under their navigational control from engaging in unsafe operations and take corrective actions as when required.
- Provide assistance to vessels approaching or leaving seacoasts, navigating harbors, docking and undocking of the dry dock on an ongoing basis.
- Serve as a vessel's docking master upon arrival at a port and when at a berth to ensure smooth loading and unloading.
- Steer ships into and out of berths, or signal tugboat captains to berth and unberth ships ensuring smooth flow of operations.
- Advise ships' masters on harbor rules and customs procedures and ensure compliance of all legal regulations; report to appropriate authorities about any violations of federal or state pilotage laws.
- Continuously advance skills to operate new technology systems and procedures using instruction, simulators, and models in order to bring and improve efficiency.
- Maintain ship logs to keep track of operations on an ongoing basis.
- Oversee cargo stowage on or below decks in accurate and timely manner on an ongoing basis.
- Provide assistance in maritime rescue operations; take necessary action as required during emergency ensuring safety and complying with regulations.
- Relieve crew members on tugs and launches as and when required and make necessary arrangements.
- Make nautical maps to depict configuration of the shoreline and seafloor to ensure smooth navigation.
- Perform any other related tasks assigned by the Harbor Master and Management.
HSE Responsibilities:
- Ensure that all HSSE instructions are fully understood and complied with.
- Demonstrate total commitment to the company safety policies through participation and proactive involvement in the safety exercises and drills.
- Ensure all HSSE Audit recommendation are being followed and HSSE Audit recommendations related to VTS and Port Control tasks are implemented.
- Report HSSE incidents, near misses, and non-compliances to HSSE responsible person.
- Responsible to participate in safety meetings to ensure all pilotage operations comply with HSSE operating procedures and practices.
People Development:
- Assist with the training of new Pilots and VTS-operators.
Desired Candidate Profile
Education:
- Bachelor Nautical Science, Or Higher Diploma in Nautical Science from a recognized institution, Master Mariner Certificate of Competency (COC) is essential, or as per the Minimum Qualifications and Experiences matrix in PODC.
Experience:
- Minimum 10 years Piloting experience with 3 years in Supervisory Level, or as per the Minimum Qualifications and Experiences matrix in PODC.
- Piloting of very large and ultra large tankers, bulk carriers, and container vessels.
- Piloting in dry dock operations
- Piloting during SBM and offshore operations.
Special Skills & Knowledge:
- Experienced in handling VLCC/ULCC/ULCV/ULBV in terminals and quays is essential.
- Pilotage experience in docking and undocking vessels including Ultra Large tonnage is essential.
- Pilotage experience with ships having no engines.
- Knowledge and Understanding of Practice and Law governing Shipping and Port Industry commensurate to Very Senior Piloting experience.
- Excellent decision making and judgment ability.
- Excellent risk and contingency management skills.
- Leadership qualities to develop, motivate and lead by example.
- Excellent communication skills.
- Computer proficiency adequate to position.
