Job DescriptionJob Summary
- Acts as the focal point for all SIMOPS-related matters, especially interfacing between pre-commissioning, commissioning, construction, and operations teams.
- Organizes and participates in daily SIMOPS coordination meetings, risk assessments, and planning sessions to address real-time operational overlaps and risks.
- Communicates daily HSES (Health, Safety, Environment, Security) plans, critical risks, and controls during toolbox talks, inductions, and shift handovers.
- Ensures implementation and verification of risk mitigations on-site, including review and monitoring of physical controls, barricading, zone management, and permit-to-work requirements
Roles and Responsibilities
- The primary responsibility is to ensure the safety and efficiency of multiple, often conflicting activities happening at the same time and in the same or nearby location.
- Playing key role to identify and control the hazards associated with high-risk environments or activities, such as the stored energy, chemical, or large-scale construction / pre-commissioning activities.
- Well experienced personnel know the role is critical in between different teams like construction, pre-commissioning, commissioning, operations, and maintenance. A central figure in managing potential hazards that arise from their combined activities.
- Ability to read and interpret construction schedule and planning phase before activities commence. Considering and ensuring things such risk identification, SIMOPS Plan development, Permit to Work (PTW) and hazard analysis.
- The central point of contact for all teams involved in simultaneous operations is strong on-site coordination and communication.
- Exhibits strong Health, Safety & Environment knowledge, and commitment, specifically risk identification and mitigation as safety is the paramount concern for SIMOPS Coordinator.
- Coordinate with other disciplines to ensure that SCJV and/or subcontractor’s activities are being carried out in compliance with safety requirements and standards.
- Coordinate and review the work schedule to identify potential conflicts between SCJV disciplines and subcontractors. To address issues when they occur and elevate conflict to SCJV Management if it cannot be resolved at their level.
- Participate in or delegate attendance at the daily/weekly progress meetings. Ensure that Pre-commissioning /SIMOPS requirements are discussed as part of their internal project construction and Pre-commissioning coordination meetings.
- Ensure that hazard identifications, risk analyses and evaluations (risk assessment) are implemented, and work execution procedures are provided which incorporate risk control measures required for all hazardous work. Report to the SCJV Directorate on anticipated matters of concern and relevant topics.
- Establish and maintain a motivational environment that includes positive recognition as well as enforcement.
- Carry out regular site visits to ensure compliance with safe working practices and maintenance of safe working conditions for the work under his control. Direct and supervise Construction / Pre-commissioning supervisors under his/her control.
Education
- Diploma in Electrical/Mechanical Engineering
- Certificate related to Electrical/Mechanical discipline
Experience
- Minimum 6–8 years in oil and gas projects, focusing on commissioning, operations, construction, or maintenance—ideally with direct experience in pre-commissioning, commissioning, and simultaneous operations.
- At least several years of hands-on site roles overseeing high-risk activities, including PTW (permit-to-work) and SIMOPS management for multi-discipline, multi-contractor projects.
Knowledge
- Minimum 6–8 years in oil and gas projects, focusing on commissioning, operations, construction, or maintenance - ideally with direct experience in pre-commissioning, commissioning, and simultaneous operations.
- At least several years of hands-on site roles overseeing high-risk activities, including PTW (permit-to-work) and SIMOPS management for multi-discipline, multi-contractor projects
- In-depth understanding of hazards and risks unique to SIMOPS environments, including how concurrent operations can impact safety, personnel, equipment, and processes.
- Full knowledge of permit-to-work (PTW) systems, SIMOPS planning tools, and coordination methods for managing multiple interfaces and activities simultaneously.
- Expertise in project execution for pre-commissioning, commissioning, and operations, including technical processes such as hydrotesting, pipeline cleaning, nitrogen purging, and system handovers.
