Job Description
Roles & Responsibilities
The HSE Engineer, as a member of the site team, will fully responsible and support Manager HSE and site(s) in its efforts to implement Health, Safety and Environment requirements. Key departmental responsibilities include Risk Management of Operations and Maintenance, implementation of HSE Management System, implementation of Legal Requirements, delivery of HSE Trainings of Sites, investigation of accidents, Inspection, Management of contractors and visitors with respect to HSE and supervision of Fire Fighting System and other technical activity of operations as assigned by Manager HSE.
Support in managing all aspects of HSE issues i.e. in implementing HSE Management System, programmes, trainings and other HSE matters to ensure that the site objectives are met.
Provide support to the department on the implementation of HSE MS and other HSE initiatives.
Conduct/ Support and other departments for pre-job risk assessment and mitigation.
Provide HSE Induction to new employees, visitors and contractors as per plan.
Conduct on floor and conference meetings with manufacturing and maintenance staff regarding non-compliance of HSE procedures.
Assist site employees to report unsafe acts, unsafe condition, near misses and other HSE observations through Q-Pulse .
Observe HSE regulations, wears all required safety equipment, encourages safe working practices, corrects obvious hazards immediately or reports them to the proper personnel.
Aiming for Zero Accidents, Participate actively in accident reporting and investigation (Root Cause Analysis).
Facilitate to prepare monthly HSE Statistic reports (Dashboards) and presentations related to HSE performance e.g., HSE Monthly Meetings.
Prepare site specific HSE work instructions/ procedure to manage significant hazards.
Facilitate to track site HSE actions i.e. corrective and preventive actions coming out from: incident investigation, risk assessment, audits, meeting etc.
Facilitate to maintain and update site emergency response plans, evacuation procedure and conduct relevant trainings.
Perform frequent site inspections to ensure HSE Compliance
Issue Permit to Work for high risk activities and monitor the control of high risk activities e.g., hot work permit, work at Height, LOTO, and Confined Space Entry etc.
The jobholder will be involved in management of HSE activates of different Sites assigned by Manager HSE and provides continuous support to improve HSE Culture at assigned site of ARASCO.
Internal :
Make strong Coordination with Site HSE Manager, Deputy Manager HSE, HSE Specialist, Plant Managers, Site Management and HSE teams in order to perfectly and flawlessly communicate HSE policy, associated guidelines and their relevant standard operating procedures to everyone at site including contractors and visitors.
External :
Make excellent verbal and written communication with HSE vendors, Contractors or other associated parties for complete understanding, verification and completion of jobs
Ability to take proactive decision to assure smooth communication and implementation of HSE Management System at Site.
Ability to take proactive decision to assure improvement of HSE Culture at Site.
Ability to take decision prior incidents through analysis of dangerous situations and hazard identification.
Ability to take decision through Root Cause Analysis.
Ability to monitor contractor and its competency
Desired Candidate Profile
Qualifications :
Bachelor Degree (B.E) in Engineering Most Preferable (Health & Safety, Mechanical, Chemical, Environment & Industrial) / Bachelors of Science (B.S) in Chemistry, Physics and Other Science Fields.
Occupational Health and Safety Certifications Optional requirement (NEBOSH IGC / IOSH)
Experience :
2 to 4 years of experience in supervising Health, Safety and Environment issues of Feed/ Food / Corn Manufacturing/ Logistics or related industries (relevant stream) as Supervisor or Superintendent.
Job specific Skills :
Knowledge of Local and International policies, laws and legislations
Knowledge of OHSAS 18001 / ISO 14001 / OSHA Procedures.
Working knowledge of Microsoft Office (MS-Excel, MS- PowerPoint, MS- Word and MS Outlook).
