Roles & Responsibilities


Job purpose

Analyses and executes the full contracts cycle for various services including but not limited to contract preparation, tender specifications, business demands, technical and commercial standards to meet end user s timelines and in accordance with the agreed SLA s.

The position will act in accordance with the Group s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Responsible for executing the complete tendering process via compiling a tender evaluation plan with consultations with contract owner, provide commercial guidance, bidders selection, prepare bid documents, prequalification documents, bid evaluations, contract negotiations and contractor selection related to services acquired by various end users within OQ SAOC.
  • Assist in the development of pre and post contracting strategies, plans and tactics in collaboration with end user department.
  • Coordinate with other team members to collect all Contracts. Check the synergy between them and unify the common ones before start tendering processes.
  • Prepare submissions for functional review and recommendations to the tender committee.
  • Perform the development of tender specifications for Contracts in-line with business expectations, risk perspective and applicable laws.
  • Draft contracts and commercial terms and conditions to best serve and protect the company interests (includes technical recommendations).
  • Respond to all clarification requests during tendering period.
  • Assist in pre-award and post award contract management, including change management, insurance issues, claims mitigation & settlement and contracts close out. This includes escalation of disputes whenever required with support of Legal.
  • Ensure effective documentation of contracts documents.
  • Conduct negotiations with vendors to realize the total economic value to the company considering quality and cost.
  • Support tendering activities and contract management activities in alignment with the organization's policy and code of ethics to ensure the right contracts are in place to deliver value to internal customers.
  • Periodic visits to the work site(s) as and when required.
  • Build and maintain relationship with suppliers within the region to ensure positive, constructive and cost-effective commercial agreements for the company.
  • Monitor market trends and provide accurate supply information to internal customers.
  • Continuously update the tracking tool with the latest tendering / contracts information and details.
  • Maintain HSE as a priority through compliance with HSE rules. Ensure that all contracts are fully compliance with company HSE policies.
  • Collaborate with the ICV team to ensure that In Country Value (ICV) are in place wherever it s applicable.
  • Report on contract specific indicators and KPI s to relevant stakeholders.
  • Execute Vendor selection and approval for pre-award activities.
  • Contract compliance for contracts including the monitoring of SLAs with vendors and ensure contractual obligations are met.
  • Support stakeholders by giving advice on claims for early resolution
  • Troubleshoot all vendor problems and present to management as required.
  • Execute insurance certificate for Contracts where applicable,
  • Execute the performance bond management or insurance indemnity.
  • Identify areas of improvement in Procurement process implementation in general, contracts management and value identification and realization and actively participate in meetings with customers and contracts' related workshops to keep track of all the processes and drive improvements.

External: Staffing specialized Contractors, Vendors & Suppliers, government bodies

Notable Working Conditions. Office environment, intensive computer screen use, sporadic visits to operation site, traveling, when possible and needed.

Education requirements

A minimum qualification is a bachelor s degree in engineering, Supply Chain, Production Operations Management, or equivalent.

Language

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

  • A minimum 6-8 years relevant experience in similar role
  • Deep understanding of tender law and tender procedures.
  • Working knowledge of Microsoft, Excel, Power Point, Word and ERP systems.
  • Oil and Gas / Energy industry experience essential
  • Procurement, inventory, supply chain qualifications are an added advantage.
  • Strong analytical and forecasting skills

Attention to detail and high level of accuracy.

Able to lead discussions credibly and effectively negotiate claims resolutions.

Previous experience working with a diversified workforce, with good people skills

Well developed intellectual capacity and ability to communicate and contribute in open forum with management are essential.

Analytical and problem solving skills.

Technical:

  • Very good knowledge in using PC software.
  • Excellent business and technical report writing skills
  • Deep working understanding of supply chain management and operations
