Job Description
Roles & Responsibilities
To manage the sourcing process, including pre-tendering, tendering, and post-award contract management for supporting services, including but not limited to transportation, leasing, facilities management, marketing services, IT services, non-engineering professional consultancy services, assets & health insurance, etc. This role will also be responsible for managing vendors during the contract performance and for ensuring all activities are carried out in line with established guidelines.
Main Accountabilities
- Review of and preparation of a comprehensive scope of work and evaluation criteria, developing a suitable pricing structure, preparing a schedule of rates, preparing tender documents with suitable conditions, and ensuring that company policies and procedures are adhered to.
- Conducting a strategy workshop.
- Formulate and advise a suitable tendering strategy depending upon the scope, value, type, and schedule. Obtain the relevant parties and committees' approval for the strategy.
- Selection of the right form of contract and preparation of the terms and conditions as part of the overall tender documents to ensure that the same adequately protects the interests of the company.
- Effectively manage the tendering cycle, including management of pre- and post-bid clarifications.
- Take a leading role in organizing and conducting site visits and pre-bid meetings for the bidders in liaison with the end-users.
- Receive proposals from bidders and evaluate them in line with the policies and procedures of the company.
- Prepare the results of all commercial evaluations of bids as per established evaluation criteria in a fair, transparent, and accurate manner.
- Prepare and finalize the contract agreements.
- Ensure vendor performance in line with contractual arrangements.
- Deal with issues arising during contract execution that result in disputes to be resolved. Implement effective dispute resolution techniques.
- Evaluate breaches of contract terms and delays in delivery/completion, and assess applicable penalties to be imposed.
- Review variations to contracts in liaison with the end-users, verify rates and compare with contractual rates and issue a variation order to the vendor.
- Continuously analyze the commercial and contractual terms, provide management with a regular overview of contract commercial performance, and make clear and practical improvement proposals.
- Support the Buyers in preparing adequate terms & conditions for RFPs and RFQs.
Managerial Responsibilities
- Plan and structure the activities for the respective user departments to achieve the overall objectives of the departments.
- Determine the staffing needs for the section based on the workload and work allocation, and finalize with the department head.
- Provide periodic team performance reports to the department head in line with the established metrics.
- Allocate tasks and responsibilities to subordinates and ensure equal workload distribution.
People Management
- Define goals, responsibilities, and authorities for team members.
- Ensure objective periodic administration of the performance appraisal process, and provide feedback on an ongoing basis.
- Actively coach team members on opportunities for performance improvement and capability development, and take actions to leverage people s strengths and develop them through different available means.
- Identify skill gaps and organize training for the team on various aspects to ensure overall learning and development.
- Follow all applicable human resources policies and procedures for all people management activities, such as recruitment, induction, training, and performance appraisals.
- Develop a positive work environment and encourage teamwork.
- Undertake ongoing communication regarding all actions, activities, and other aspects to employees within the respective team, as required.
Desired Candidate Profile
Education
Bachelor's degree in Logistics & Supply Chain Management, Operations Management, Business Administration, or Engineering.
Experience
- 4-6 years.
- CIPS certified or equivalent.
- Experience in sourcing services such as facility management, fleet lease, third-party logistics, IT systems, insurance, and professional consultancy.
