Position Overview
The Roads and Transport Authority (RTA) in Dubai is seeking an experienced Technical Training Manager to oversee the planning, implementation, and evaluation of specialized training programs. The role involves designing and managing the annual technical training plan, coordinating with department managers to meet organizational learning objectives, and ensuring compliance with UAE government regulations. The successful candidate will drive innovation in training, develop international partnerships, and ensure continuous improvement in employee learning and development.

Core Duties
* Develop and manage the annual technical and specialized training plan for employees
* Supervise the planning, budgeting, and implementation of technical training programs
* Approve and prioritize training curriculum in line with institutional objectives
* Conduct training needs analysis to design and improve training programs
* Ensure compliance with HR laws and government regulations related to training
* Coordinate with managers to review training effectiveness and monitor implementation
* Maintain and update databases of participants, program details, and evaluation records
* Evaluate training programs and trainers, preparing reports and recommendations for improvement
* Build partnerships with international training institutions to source qualified trainers
* Measure and report return on investment (ROI) for training and development initiatives
Candidate Requirements
* Bachelor s degree in Human Resources, Business Administration, or equivalent from a recognized university
* Specialized certifications in smart education preferred
* Minimum 11 years of relevant work experience in training and development
* Proven ability to design, develop, and evaluate training programs
* Strong project management and budget management skills
* Knowledge of learning management systems and training databases
* Excellent communication and leadership skills with ability to mentor and motivate staff
* High-level analytical and problem-solving abilities
* Proficiency in advanced computer applications across multiple platforms
* Goal-oriented, adaptable, and capable of handling multiple priorities effectively
