Job Description
Roles & Responsibilities
Role Overview
The Techno Commercial Manager is responsible for integrating technical expertise with
commercial strategy to drive profitable project acquisition and execution. This role leads
estimation governance, bid strategy, commercial negotiations, risk evaluation, contract
management, and project financial performance, ensuring disciplined bidding and
sustainable margin achievement.
Key Accountabilities
Commercial Strategy & Bid Governance
Lead bid/no-bid evaluation based on technical feasibility, margin targets, and risk
exposure.
Define pricing strategies aligned with company growth objectives.
Oversee preparation of competitive and technically compliant tenders.
Approve assumptions, exclusions, and commercial qualifications.
Support negotiations with clients, subcontractors, and partners.
Drive margin discipline and pricing governance.
Estimation & Cost Leadership
Oversee development of detailed and auditable cost estimates.
Validate quantity take-offs, man-hour norms, and cost build-ups.
Establish productivity benchmarks and cost models.
Review fabrication, procurement, logistics, and site cost structures.
Ensure alignment between estimation assumptions and execution capability.
Lead value engineering initiatives during tender stage.
Contract & Risk Management
Review contract terms and identify commercial risks.
Lead risk assessment workshops for complex bids.
Quantify and price technical and commercial risks.
Develop mitigation strategies and contingency plans.
Support contract negotiations and claims strategy.
Protect company interests through structured documentation.
Project Commercial Control
Monitor project budgets, cash flow, and profitability.
Support billing, variation orders, and cost control mechanisms.
Review cost variance and margin analysis.
Participate in commercial review meetings.
Ensure proper handover from estimation to execution.
Cross-Functional Leadership
Collaborate with Engineering, Procurement, Production, and Finance.
Align pricing with fabrication capacity and resource availability.
Support procurement negotiations for high-value materials.
Mentor estimation and commercial teams.
Strengthen governance frameworks and commercial controls.
Governance & Continuous Improvement
Establish standardized estimating and commercial procedures.
Ensure documentation is audit-ready and traceable.
Conduct post-award and post-project commercial reviews.
Drive improvement in estimating accuracy and margin predictability.
Build structured approval matrix for commercial decisions.
Desired Candidate Profile
Qualifications & Experience
Bachelor’s Degree in Engineering (Mechanical / Structural / Civil or related discipline).
12–18 years of experience in estimation, commercial management, or EPC/fabrication
projects.
Proven experience handling high-value tenders and contract negotiations.
Strong knowledge of fabrication cost structures and productivity drivers.
Strong commercial and financial acumen.
Experience in UAE/GCC industrial or fabrication projects preferred.
