Tendering / Proposal Engineer

Key Responsibilities:

• Study and analyse tender documents, RFPs, BOQs, and client specifications thoroughly
• Prepare accurate and competitive cost estimates for civil and marine construction projects
• Develop and compile complete technical and commercial proposal packages
• Coordinate with engineering, procurement, and operations teams to gather inputs for bids
• Liaise with subcontractors and suppliers to obtain competitive quotations
• Review drawings, specifications, and the scope of work to ensure accurate pricing
• Track and manage tender deadlines and submission schedules efficiently
• Maintain an organised database of submitted tenders, rates, and bid outcomes
• Support post-tender clarifications, negotiations, and contract award processes
• Ensure all proposals comply with client requirements and company standards

Requirements:

• Bachelor s Degree in Civil Engineering
• Minimum 5 years of experience in Tendering / Proposal Engineering
• Proven experience in civil and/or marine construction projects
• Strong knowledge of estimation techniques, cost control, and tendering procedures
• Ability to read and interpret engineering drawings, specifications, and BOQs
• Excellent analytical, numerical, and report-writing skills
• Strong organisational skills with the ability to manage multiple bids simultaneously
• Proficiency in MS Office, especially Excel and Word
• Good communication and coordination skills across multidisciplinary teams
• Experience working with GCC/Qatar-based contractors is a strong advantage
