Roles & Responsibilities

About the role

iv. Review of the UAS Operator Operating Manuals submitted and related documents acceptable or subject for approval from QCAA.

v. Complete the annual review process and write the annual report for the applicable entity. viii. Plan and lead the applicable oversight teams for continuous certifications and surveillance according to the safety performance.

ix. Review on a regular basis, the safety performance of the assigned entity to propose the annual oversight plan.

Experience

Qualifications and skills This job requires the following qualifications:

a. Common Inspector Qualifications:

Appropriate skill levels and experience in SMS, risk assessment and project management

At least as qualified as the personnel to be inspected or supervised

Have knowledge of relevant Qatar aviation regulations

experience:

  • Experience in a multi-cultural environment an asset
  • Experience in development, implementation and auditing procedures
  • Preferably, experience of working in a regulatory environment
  • Preferably, governmental experience on the processes of safety management and oversight over these, preferably by a state safety program

skill:

  • English level C1: Effective operational proficiency or advanced
  • Familiar with Windows and MS office (word, excel, power point)
  • Good judgment and decision-making skills
  • Interviewing communication skills in a multi-cultural environment
  • Negotiating with outstanding interpersonal influencing skills
  • Possess excellent report writing skills
  • Presenting with personal presence and credibility
  • Process auditing both regulatory and corporate

b. Job Specific Qualifications

  • Should be below 60 years. However, in case of qualified and deserving candidates this age can be relaxed by the President s decision.
  • Should have a valid or held a ATPL issued by EASA or ICAO Member State with PIC type rating on Civil Air Transport aircraft.
  • Accident-free record for last 5 years attributable to his proficiency.
  • Knowledge of legal responsibilities and administrative procedures for the issuance of documents under state of registry approval relating to supervision of flight operations.
  • Knowledge of the requirements for personnel licensing, training, and maintenance of competency of pilots and other crew members concerned with UAS operations.
  • Sound knowledge of related ICAO annexes recommended practices and related documentation.
  • A good command of oral and written English is essential.

education:

  • A First Level University degree in Aviation Management or related field would be an advantage.
  • ICAO ELP: minimum Level 5

experience:

  • Total experience of not less than 500 hours and not less than 200 hours as UAS Licensed Pilot on authorised UAS operations.
  • Experience as Flight Instructor (TRI-SFI) or Flight Examiner (TRE/SFE) is an advantage.
  • Experience in Civil or Military Aviation Management position held is an advantage.
  • At least 5-year experience in preparing and or implementing rules, regulations, operating manuals, flight and ground procedures deemed necessary for flight safety, inspection and certification.
  • Extensive experience as a government flight operations inspector, accident investigation and prevention and safe transportation of goods by air.
  • Experience in the preparation, approval and use of UAS operations manuals and other related documentation.
  • Experience in the preparation and approval of UAS operations training and checking programmes, and development of training plans for inspectors and managers in the field of UAS operations.
