Job Description
Roles & Responsibilities
Parsons is seeking a Use-Case Specialist to support the end-to-end delivery of a large-scale Geospatial Digital Twin programme for a major national infrastructure owner in the Middle East. This multi-year initiative will design, build, and operationalize an Operational Digital Twin platform that integrates geospatial data, real-time IoT/SCADA feeds, asset information, and core enterprise systems to enable data-driven planning, operations, and maintenance. The role will work closely with the Product Manager and a team of international experts, domain specialists, developers, and engineers.
The scope spans discovery and stakeholder engagement, use-case framing and prioritisation, requirements and journey design, proof-of-concept delivery, implementation of a production-grade environment, post-implementation support, and structured training and adoption. The Use-case Specialist will help identify and shape high-value operational use cases, define related requirements and value metrics, support product planning and testing activities, and assist in driving successful delivery of measurable outcomes across planning, operations, and maintenance domains.
What You ll Be Doing
Support the Product Manager in identifying, defining, and prioritising high-value use cases for the Operational Digital Twin across planning, operations, and maintenance functions.
Assist in planning and running discovery workshops and interviews with client stakeholders to capture pain points, opportunities, and user needs that can be addressed through Digital Twin capabilities.
Help develop clear, structured descriptions of each use case, including objectives, actors, user journeys, data needs, integration points, and expected value and KPIs.
Assist in coordinating with Business Process Analysts, domain SMEs, and technical teams to ensure that use cases are grounded in real operational processes and feasible within solution and data architecture.
Support the setup and execution of Proofs of Concept for priority use cases, including tracking assumptions, validation criteria, and results and feeding lessons learned into the product roadmap.
Assist in preparing use-case documentation, presentations, and value-realisation materials for Parsons and client stakeholders, and in updating these based on feedback and evolving priorities.
What Required Skills You ll Bring
Degree in engineering, business, urban planning, information systems, or related discipline from an accredited institution.
Experience supporting definition and delivery of digital, platform, Digital Twin, or geospatial solutions in infrastructure, utilities, or urban environments.
Working knowledge of techniques for capturing and structuring use cases, user journeys, and value drivers, with experience engaging both business and technical stakeholders.
Basic understanding of how enterprise and operational systems (e.g., EAM/CMMS, ERP, BIM, SCADA/IoT, GIS platforms) support operational workflows and data flows.
Experience working within multidisciplinary, multinational teams across multiple time zones.
Strong analytical, organisational, and coordination skills
Excellent communication and documentation skills, with the ability to clearly convey use-case and requirements information to non-technical stakeholders.
Fluency in spoken and written English.
What Desired Skills You ll Bring
Prior work with national infrastructure owners, transport authorities, utilities, or public works organisations.
Exposure to Digital Twin, smart city, or data/analytics-driven transformation programmes.
Familiarity with geospatial platforms (e.g., Esri ArcGIS) and their role in operational and planning use cases.
Experience with value mapping, benefits case development, or KPI definition for digital initiatives.
Professional certifications in product management, business analysis, or related fields.
Arabic language skills are a strong advantage.
