Job Description
Roles & Responsibilities
What You'll Be Doing:
Plan, organize, and ensure adequate staffing, execution, and monitoring of all utilities field engineering activities and related support operations.
Provide technical guidance on scope of work, schedules, procedures, field construction problems, and other utilities-related information to the project team and contractors.
Determine budget estimates and staffing requirements for utilities works in line with the defined scope and schedule.
Establish, monitor, and maintain construction engineering quality control for all utilities works in the field (wet and dry utilities).
Coordinate closely with construction management to eliminate hazards associated with utilities works that may adversely affect the environment, safety, or health of employees and the public.
Establish and maintain a close working relationship with project design engineering teams, client representatives, utility authorities, and contractors for all utilities interfaces.
Maintain project control documentation for utilities, including design drawings and specifications, RFIs, back-charges, change orders, redlines, and as-built records.
Monitor contractor performance with respect to schedule, quality, and conformance to utilities plans, specifications, and authority requirements.
Review and provide input on utilities method statements, ITPs, shop drawings, and material submittals.
Conduct performance evaluations for assigned utilities engineers and technical staff.
Make decisions regarding long-range planning, scheduling, budgeting, work priorities, and personnel related to utilities works.
Provide advice to management on field engineering procedures, construction methods, technical risks, and financial matters pertaining to utilities.
Frequently interface with upper-level management, client personnel, and external stakeholders to report progress and resolve issues related to utilities.
Perform other responsibilities associated with this position as may be appropriate or assigned.
What Required Skills You'll Bring:
Bachelor s Degree in Engineering (Civil, Mechanical, or related discipline) or construction-related field, or equivalent construction-related work experience.
10 years experience minimum and 6 years experience in Dubai, in field construction, with significant exposure to utilities, civil, and/or infrastructure projects.
Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations, including supervisory experience.
Comprehensive knowledge of engineering and construction-related processes, field execution, and industry practices.
Strong understanding of utilities construction methods, sequencing, and interface with other disciplines (roads, structures, buildings, telecom, dry utilities, stormwater etc.).
Excellent written and oral communication skills in English.
Familiarity with CAD and other PC software packages typically associated with engineering and construction (e.g., AutoCAD, MS Office, scheduling tools).
Proven ability to perform effectively in a supervisory capacity on complex projects, leading multidisciplinary teams in the field.
