Job Description

Roles & Responsibilities

The Business Development Manager is responsible for identifying and acquiring new corporate clients requiring manpower solutions (Technology Specific). You will be the face of the company, securing service agreements, managing tenders, and ensuring a steady pipeline of job orders for the recruitment team.


Client Acquisition: Identify and onboard new corporate clients through cold calling, networking, and strategic B2B meetings.

  1. Service Promotion: Pitch various manpower models including Temporary Staffing, Permanent Placement, and Outsourced Payroll services.

  2. Tender & Proposal Management: Lead the preparation of commercial proposals and participate in large-scale government or private sector tenders (RFP/RFQ).

  3. Contract Negotiation: Negotiate commercial terms, service level agreements (SLAs), and mark-up rates to ensure profitability.

  4. Market Intelligence: Stay updated on UAE Labor Laws, visa regulations, and industry-specific hiring trends (e.g., Construction, Healthcare, or IT).

  5. Collaboration: Work closely with the Recruitment Team to ensure the feasibility of fulfilling client requirements before signing contracts.

  6. Account Management: Maintain relationships with key accounts to secure contract renewals and explore upselling opportunities.

Desired Candidate Profile

  1. Experience: 3–5+ years of proven experience in Business Development specifically within a Manpower Supply or Recruitment Agency.

  2. Local Knowledge: Strong understanding of UAE Labor Law, MOHRE/Freezone visa processes, and WPS payroll requirements.

  3. Network: An existing database of HR Managers, Procurement Officers, or Project Managers in the UAE.

  4. Communication: Fluent in English (Arabic is a major advantage for government relations).

  5. A valid UAE Driving License is mandatory for frequent client visits.
