Job Description

Roles & Responsibilities

Key Responsibilities:

Development & Strategic Planning

  • Oversee technical and economic feasibility studies, including market research and financial modeling to ensure projects are feasible and in line with Company strategy before capital is committed.
  • Oversee the development of long-term master plans and building programs that align with business objectives.
  • Oversee site selection, due diligence, and land acquisition strategies for residential, commercial, or industrial projects.
  • Oversee the handling of complex regulatory approvals, including zoning, land use permissions, and environmental compliance.

Design & Technical Management

  • Oversee conceptual design process. Establishes mechanisms to ensure that designs are innovative, compliant with regulatory standards, cost effective and are in line with Company standards.
  • Integrate innovation into design and construction to optimize project value and sustainability (ESG) while controlling costs.
  • Oversee and catalyze value engineering efforts, to reduce construction costs and time through design optimization and multidisciplinary coordination.

Project Execution & Delivery

  • Oversee and monitor the complete project lifecycle from initiation and financing through to construction and final handover, ensuring milestones are met on schedule and within budget.
  • Oversee and monitor the hiring of the general contractors and vendors, including evaluating proposals, negotiating contracts, and ensuring all service providers meet quality and compliance requirements.
  • Implement mechanisms that ensure effective project controls and budgeting, such as establishing robust cost tracking systems, conducting regular variance analyses, and proactively addressing potential overruns or delays.
  • Establish procedures to ensure Health, Safety, and Environmental (HSE) standards are met, including regular site inspections, compliance audits, and ongoing training programs for all project personnel.
  • Identify, assess, and mitigate project risks proactively, utilizing scenario planning and contingency strategies to minimize disruptions and ensure project continuity.
  • Drive continuous improvement initiatives by conducting post-project reviews, capturing lessons learned, and implementing best practices to enhance future project execution.
  • Own end-to-end project delivery accountability, ensuring delivery teams, consultants, and contractors are aligned to the integrated master plan, stage-gate approvals, and critical path milestones, with clear escalation and decision-making cadence to sustain on-time execution.
  • Drive delivery excellence through stakeholder and interface management, coordinating cross functional dependencies (design, permitting, utilities, operations readiness, and commissioning) and ensuring seamless integration to achieve a high-quality, handover-ready asset with minimal post-handover defects.

Stakeholder & Financial Leadership

  • Collaborate with the CEO/CFO to structure project financing, including loans.
  • Act as a key ambassador to investors, government agencies, and neighborhood associations to secure support for major projects.
  • Continuously assess real-estate-specific risks such as interest rate shifts, regulatory changes, and construction delays to protect the organization's portfolio.

People, Leadership & Culture

  • Fosters a culture of accountability, innovation, and high performance within team with support of the people unit.
  • Ensure effective succession planning, leadership development, and workforce sustainability within functions managed with support of the people unit.
  • Actively engage with employees within own function to gain insights, resolve challenges, and strengthen alignment with corporate objectives with support of the people unit.

The Chief Development Officer serves as the executive architect of value creation, transforming strategic vision into tangible assets by leading the end-to-end lifecycle from initial master planning and feasibility to final project delivery.

Acts as the primary bridge between investment strategy and physical execution, ensuring that conceptual designs and construction drawings are translated into profitable, high-quality structures through rigorous project controls, budget management, and HSE compliance.

Mitigates financial and operational risks, navigate complex stakeholder landscapes, and ensure that every project is commissioned on time and within budget to achieve the organization s long-term growth and sustainability goals.
