Job Description

Roles & Responsibilities

Provide strategic leadership and oversight for all civil quantity surveying activities across projects. Develop and implement QS strategies, standards, and workflows to ensure accurate cost planning, control, and reporting. Focus on team leadership, risk management, compliance, stakeholder coordination, and executive reporting, without direct involvement in day-to-day measurement or site tasks.

QS Strategy & Standards

  • Define quantity surveying strategies and cost planning principles

  • Develop and enforce QS standards, templates, and procedures

  • Align QS objectives with overall project and financial goals

  • Monitor compliance with company and project cost management protocols

Leadership & Team Development

  • Lead, mentor, and guide senior QS staff

  • Assign strategic responsibilities and monitor performance outcomes

  • Develop long-term training and career growth plans

  • Foster a culture of collaboration, accountability, and initiative

Risk Management & Compliance

  • Identify financial and contractual risks

  • Approve mitigation strategies and preventive measures

  • Ensure compliance with contractual obligations, safety, and regulatory standards

  • Oversee strategic reviews of commercial challenges

Executive Reporting & Communication

  • Prepare executive-level reports, KPIs, and forecasts for senior management

  • Communicate QS progress, risks, and strategic decisions

  • Ensure coordination with other disciplines and project leadership

  • Maintain high-level documentation standards

Stakeholder Engagement

  • Coordinate strategically with clients, consultants, and contractors

  • Approve critical decisions related to cost, contracts, and variations

  • Represent QS function in executive meetings

  • Ensure timely strategic communication with stakeholders

Desired Candidate Profile

Working Environment

Office-based with strategic oversight of QS activities

Language Preference: Arabic-speaking candidates

Experience

8–12 years in quantity surveying, commercial management, or senior QS roles in civil projects

  • Experience in strategic cost planning, contract management, and team leadership

  • Strong knowledge of civil engineering methods, cost estimation, and project delivery processes

  • Proven ability to lead QS teams and coordinate across multi-disciplinary projects

Education and Certification Minimum Requirements

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, or Construction Management

  • Professional certifications (RICS, CIOB, or equivalent) are a plus

Job-Specific Technical Skills

  • Strategic cost planning and governance

  • Risk assessment and mitigation in civil projects

  • Executive-level reporting and stakeholder communication

  • Leadership and mentoring of senior QS staff

  • Compliance with contractual, financial, and regulatory standards
