Job Description
Roles & Responsibilities
Commissioning Planning & Leadership
Develop and implement the process commissioning strategy in line with the overall EPC commissioning plan
Lead process commissioning activities from mechanical completion (MC) through pre-commissioning, commissioning, start-up, and performance testing
Prepare and review commissioning procedures, system operating procedures, and start-up/shutdown sequences
Coordinate commissioning schedules with Construction, HSE, Operations, and Project Management teams
Lead and mentor process commissioning engineers and specialists
Technical & Process Responsibilities
Review and verify PFDs, P&IDs, heat & material balances, control philosophies, cause & effect diagrams, and operating manuals
Ensure process systems comply with design intent, licensor requirements, and regulatory standards
Lead system walkdowns, punch list clearance, and system acceptance for commissioning
Execute and supervise:
Utility commissioning (air, nitrogen, water, chemicals)
Hydrocarbon introduction
Unit start-up and stabilization
Performance and reliability testing
Troubleshoot process upsets and recommend corrective actions during start-up
Safety, HSE & Risk Management
Ensure strict compliance with EPC HSE policies, client safety standards, and local regulations
Lead and participate in HAZOP, HAZID, SIL, SIMOPS, and Start-Up Safety Reviews (PSSR)
Ensure safe introduction of hydrocarbons and hazardous chemicals
Enforce Permit-to-Work (PTW), LOTO, and energy isolation procedures during commissioning
Interfaces & Coordination
Act as the single point of contact for all process commissioning matters with the Client and Licensors
Coordinate with:
Engineering disciplines
Construction & Pre-commissioning teams
Operations & Maintenance representatives
Vendors and package suppliers
Support operator training, start-up assistance, and final handover to Operations
Documentation & Reporting
Review and approve:
Commissioning procedures and check sheets
Operating manuals and start-up philosophies
Commissioning progress reports
As-built documentation and handover dossiers
Ensure proper system completion and handover in accordance with EPC and Client requirements
Desired Candidate Profile
Education
Bachelor’s degree in Chemical Engineering or equivalent
Professional certification is an advantage
Experience
15+ years of experience in Oil & Gas process engineering
7+ years in commissioning/start-up roles on EPC projects
Proven experience with:
Onshore or Offshore facilities
Brownfield tie-ins and live plant commissioning
Large-scale EPC execution
Technical Competencies
Strong knowledge of:
Upstream / Midstream / Downstream Oil & Gas processes
Utilities and offsites
Process safety and operability
Familiarity with industry standards:
API, ASME, ISO, IEC, NFPA
Hands-on experience with DCS, ESD, F&G systems
Ability to manage critical start-up and shutdown activities
Soft Skills
Strong leadership and decision-making capability
Excellent communication and stakeholder management skills
Ability to work under high-pressure start-up conditions
Work Conditions
Site-based role (onshore/offshore)
Rotational or extended work schedules during commissioning
International project exposure may be required
Deliverables
Approved commissioning and start-up procedures
Safe and successful hydrocarbon introduction
Stable operation and performance acceptance
Formal handover of process systems to Operations
