Roles & Responsibilities

The FASSA Sustainable Agro-food Supply Chains for Food Security and Sovereignty project (AID PHONE_NUMBER/06/6), financed by the Italian Agency for Development Cooperation (AICS) and implemented by a consortium composed of COSPE (lead), ATAE, SHANTI, UNFT and COOPERMONDO, in the governorates of Jendouba, Kairouan and Mahdia aims to strengthen sustainable and resilient agri-food supply chains, with particular attention to the economic empowerment of women workers in the strategic milk and fodder sectors.

This consultation is part of Result 1 of the project and is implemented by COOPERMONDO, in coordination with COSPE and UNFT, which will ensure the methodological coherence of the action and facilitate the mobilization of women already involved in previous activities of the project.

It comes into play in a context characterized by a significant gap between the actual contribution of working women to the forage and dairy sectors and their limited access to productive resources, economic services and governance bodies.

The needs analysis carried out within the framework of the project highlighted persistent obstacles, including restricted access to credit and financial services, weak representation in decision-making bodies in cooperative structures of the sectors and limited participation in economic governance spaces.

In this context, activity A1.4 aims to design and implement a structured training program on gender and inclusion in the world of agricultural work, by articulating different complementary dimensions.

The action targets a minimum of 45 women agricultural workers active in the dairy and fodder sectors within the three governorates of intervention of the project (Jendouba, Kairouan and Mahdia).

The days will be structured according to a participatory approach (group work, case studies, role-playing, guided exchanges) and oriented towards the analysis of concrete situations experienced by women as well as towards the formulation of operational proposals adapted to the context of the structures concerned.

3.2 Proposed organization of intervention days (subject to change for better adaptation):

Phase 1: 24 days devoted to the initial analysis in the three governorates, including the in-depth review of the results of the focus groups already carried out within the framework of the project, the possible conduct of additional sessions if necessary, the structured analysis of the data collected, as well as the linking of the normative framework with territorial realities, in order to refine the thematic axes and adapt the training path to the context of the forage and dairy sectors.

Phase 2: 18 days of training and facilitation (full time), i.e. 6 days in each of the intervention governorates (Jendouba, Kairouan and Mahdia), structured around the fundamental axes of the course, combining conceptual input, collective analysis and in-depth exchanges.

Phase 3: 36 half-days organized as interactive in-depth and co-construction sessions, i.e. 12 days in each of the intervention governorates (Jendouba, Kairouan and Mahdia). These sessions will focus on the in-depth exploration of specific themes identified during the first and second phases.

4. Consultancy deliverables:

  • A consolidated analysis report of the structural barriers and gaps between the normative framework and actual practices in the dairy and forage sectors of the intervention governorates.
  • A structured training program on gender, inclusion and economic and decision-making participation, adapted to the rural and organizational context of the beneficiaries.
  • A pre/post-operative assessment tool, allowing the measurement of the evolution of the participants' knowledge, skills and capacity for action.
  • A document of operational recommendations aimed at the sustainable strengthening of inclusive governance within SMSA, GDA and other relevant cooperative structures.
  • A set of formalized proposals (internal protocols / practical guidelines) ready to be discussed and potentially integrated into the internal mechanisms of the structures concerned.

Desired Candidate Profile

A minimum Bac+3 level diploma in social sciences, law, social and solidarity economy, rural development or a related field.

A proven experience of at least 5 years in training and supporting women agricultural workers and/or community organizations is required.

Mastery of French and Tunisian Arabic (spoken and written).

Expertise in facilitating participatory training on gender, socio-economic rights and inclusion.

Ability to design educational tools adapted to the rural context (simplified support materials, practical guides, training kits).

Knowledge of the normative frameworks related to women's rights, social protection and mechanisms for preventing discrimination.

Excellent communication and group facilitation skills.

Ability to work with a culturally sensitive approach.

Autonomy, organizational rigor and the ability to produce quality deliverables.

Availability to travel between the three intervention zones of the project (Jendouba, Kairouan, Mahdia).

The service provider must have an administrative and tax framework allowing them to contract and be paid from Italy. Therefore, the consultant (or service provider entity) must:

to be legally registered as an independent consultant, design office or organization authorized to provide services;

to be able to issue invoices that comply with current tax standards and are compatible with international payment procedures;

Having a valid tax identification number and independently managing one's tax and social obligations in one's country of residence or registration;

Accept that payments will be made by COOPERMONDO from Italy, according to the terms stipulated in the contract.
