Job Description

Roles & Responsibilities

1. Compliance & Stakeholder Coordination

2. Quality oversight in Iraqi oil & gas projects.

3. It focuses on auditing, supervising, and verifying that EPC (Engineering, Procurement, Construction) contractors adhere to the client s (oil operator) quality requirements, international oil & gas standards (API, ISO, ASME), Iraqi local regulations (Ministry of Oil Quality Directives, Iraqi National Standards for Petroleum Facilities), and HSE (Health, Safety, Environment) protocols.

4. PMC technical lead for contract compliance and cost oversight in Iraqi oil & gas projects (e.g., Basra/Kirkuk oil fields, gathering stations, pipeline networks, processing plants).

5. Focuses on auditing, verifying, and advising EPC (Engineering, Procurement, Construction) contractors to ensure contract fulfillment aligns with the client s (oil operator) terms, international oil & gas contracting standards (FIDIC, IADC), Iraqi local regulations (Ministry of Oil Contract Guidelines, Iraqi Tax Law, Customs Regulations), and cost control benchmarks.

1. Bachelor s degree or higher in Quantity Surveying, Civil/Mechanical Engineering (with cost focus), Business Administration (Contract Management), or Law (Commercial/Construction Law).

2. Minimum 5 years of contract & cost management experience in oil & gas, with at least 2 years in a PMC role. 3. Prior experience in Iraqi or Middle East oil & gas projects.

4. Fluent in written and spoken English (mandatory for client/PMC/EPC communication);

5. Excellent conflict-resolution skills: Capable of mediating between EPC, local contractors, and Iraqi authorities to keep instrumentation works on track.

6. Proven track record of auditing EPC cost reports, resolving contract disputes using FIDIC, and managing budgets for large scale oil & gas infrastructure (pipelines, processing plants).
