Roles & Responsibilities
The focus of this position is to carry out and/or backstop the development and implementation of special thematic initiatives and activities in relation to the 15th United Nations Congress on Crime Prevention and Criminal Justice and its outcome document ( Abu Dhabi Declaration ), in alignment with the broader framework of the UNODC Strategic Partnership with the GCC Countries. Within delegated/assigned authority, the Crime Prevention and Criminal Justice Officer will be responsible for the following specific duties:
- Participate in the formulation, development, implementation, coordination, backstopping and monitoring of assigned substantive initiatives and technical cooperation activities, including via the monitoring and analysis of initiative/activity development and implementation, review, drafting and/or coordination of timely preparation and submission of relevant concept notes, documents and reports, identification of problems and issues to be addressed and potential corrective actions, liaison with relevant parties, counterparts and stakeholders, and identification and tracking of follow-up actions.
- Provide backstopping and guidance on technical, substantive and administrative issues within the assigned substantive initiatives and technical cooperation activities.
- Reviews, monitor and analyze social, economic and political developments and trends in the assigned areas at the national, regional and/or global levels, on an ongoing basis.
- Draft parts of or contribute to the preparation of the necessary documents and reports, such as progress reports, work plans, budgets, etc., ensuring compliance with UN financial rules and regulations and reporting requirements.
- Provide guidance to external consultants, government officials and other parties; drafts mission summaries and mission-related documents.
- Contribute to fund-raising in relation to assigned initiatives and activities, by preparing materials and participating in donor meetings and fund-raising missions.
- Explain and clarify UNODC s mandates and programme of work, policies and strategies to governments, civil society organizations, UN agencies, their officials and representatives as well as to the public in general.
- Attend policy-making and technical meetings to liaise with counterparts and to monitor and analyze events and discussions as required.
- Liaise on substantive issues with counterparts in UN and UNODC, both in Headquarters and in the field, officials of other organizations and specialized agencies; follow up on UNODC decisions, issues and documentation with their officials.
- Participate in workshops, seminars and training courses and conduct presentations as required; provides substantive support in the development of relevant technical and training materials, tools and capacity-building packages.
- Monitor and review best practices, methodologies and programmes in assigned areas and contribute to their promotion among Member States; test promising practices through the design and implementation of special programmes and activities and summarize experience thereof.
- Prepare/draft a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefing notes, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides, etc.Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Perform other work-related duties as required.
Desired Candidate Profile
An advanced university degree (Master s degree or equivalent) in international relations, social sciences, law, criminal justice, political science, or related fields is required. A first-level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
