Overview

We are looking for a Financial Manager to set up and manage the on-site financial operations of our O&M company in Saudi Arabia. The role will handle budgeting, cost control, reporting, cash-flow management, and compliance with local regulations, while coordinating closely with auditors and project teams

Your Job Functions (Duties & Responsibilities)

  • Set up and manage the financial operations of the O&M company on-site.
  • Establish and monitor accounting, budgeting, and cost control systems tailored to the project needs.
  • Ensure compliance with local tax, labor, and regulatory requirements in Saudi Arabia.
  • Manage cash flow, working capital, and monthly/quarterly reporting to the General Manager.
  • Serve as the local point of contact for internal and external auditors.
  • Coordinate with the EPC contractor or construction phase finance team to ensure smooth handover into the operational phase.
  • Oversee procurement finance processes and ensure alignment with contractual obligations (especially important in single-customer setups).
  • Support contract management team on customer invoicing, payment certificates, and variations.
  • Provide regular financial KPIs and performance dashboards to the General Manager.
  • Interface with the single client (likely governmental/utility) on financial aspects as needed.

Desired Candidate Profile

  • Degree in Finance, Accounting, Economics or similar.
  • ACCA, CPA, CMA or equivalent certification preferred.
  • MBA is not required, but a plus.
  • 5 7 years of experience in finance roles, ideally in:

1) O&M companies (preferably infrastructure/utilities/energy).

2) Water sector or industrial services in remote areas or emerging markets.

3) KSA or GCC experience highly desirable (local regulation and work culture).

  • Proven experience in managing finance in a single-customer context.
  • Experience with ERP systems, cost control tools, and budgeting software.
  • Some exposure to project handover (from construction to operations) is
  • beneficial.
  • Strong cost control and budgeting skills.
  • Capable of operating independently in a remote, harsh environment.
  • Culturally aware, pragmatic, and hands-on.
  • High integrity, reliability, and resilience under pressure.
  • Good communication in English and Arabic, both mandatory.
