Roles & Responsibilities
General Secretary and Stage Manager
The Secretary General and manager/administrator ensures, within the framework of their duties:
1/ Administrative, financial, legal and real estate management of the establishment:
Strategic management and support to the management, in the event of the absence or incapacity of the Deputy Director of the Kenitra branch.
In strictly exceptional situations of absence or unforeseen incapacity of the Deputy Director of the Kenitra branch, which prevents her from temporarily carrying out the effective exercise of her functions, the Secretary General and manager/administrator is responsible for ensuring, on a supplementary and transitional basis, the continuity of the management of the establishment.
In this capacity, and solely within this framework:
Implementation of the decisions of the General Directorate of the French Institute of Morocco, in accordance with the decisions of the Deputy Director of the Kenitra branch;
Implementation of the institutional strategy as developed by the Deputy Director of the Kenitra branch in conjunction with the various departments (including cultural, academic, linguistic, and educational cooperation).
These interim duties shall in no way permanently replace the responsibilities of the Deputy Director of the Kenitra branch, nor justify a permanent delegation or a structural organization based on a lasting modification of the exercise of her management functions. Their sole purpose is to guarantee the continuity of service and the management of the institution in exceptional and time-limited circumstances.
Budgetary and accounting management and decision support:
Preparation of the branch's budget proposals under the authority of the Deputy Director of the Kénitrab branch;
Maintenance and control of budgetary accounting (including payment orders and revenue orders);
Ongoing monitoring of the institution's accounts and budget execution under the authority of the Deputy Director of the Kénitrab branch;
Development of analytical and decision-making tools (budgetary and operational);
Management of budgetary, accounting, and operational risk control. In this capacity, development of internal budgetary, accounting, and operational control measures within the branch.
Management of the General Secretariat teams
: Supervision of all General Secretariat staff;
Direct supervision of the team assigned to technical and event management, the multi-skilled agent, and monitoring of service providers (security, gardening, cleaning, IT, air conditioning, photocopiers).
Management of the branch's administrative and legal logistics: organizes and coordinates all administrative processes, ensures the legal security of actions and procedures, oversees effective communication between departments, management, and external partners on administrative and legal matters, and guarantees the reliability, traceability, and compliance of administrative processes.
Procurement, contracts, and supplier monitoring
: Management of the branch's procurement: defining needs, organizing competitive bidding processes, analyzing and selecting bids.
Contractualization and monitoring of the proper execution of services and deliveries (including security, gardening, cleaning, photocopiers, and IT).
Management of material, real estate, and technical resources:
Management of the establishment's material resources;
Implementation and monitoring of the equipment and building maintenance plan
Desired Candidate Profile
Education:
A Master's degree (or equivalent) in finance, management, accounting, law, or public administration is strongly recommended.
Experience in similar roles is required.
All references are subject to verification.
Skills:
Ability to
supervise and/or oversee the drafting of memos and contracts.
Ability to work in a team and network (within the network of the General Secretariats of the IFM branches and with the Directorate General's departments).
Proficiency in standard office software.
Proficiency in management software .
Analytical, summarizing, and organizational skills.
Ability to report effectively.
Conflict resolution skills

. Knowledge:
Knowledge of French public accounting.
Legal knowledge (contracts, agreements).
Basic knowledge of the Moroccan labor code.
Fluency in French (spoken and written); proficiency in Darija (Moroccan Arabic) is desirable.

Knowledge of management control.
