Roles & Responsibilities

The IRC s Global Surge Team (GST) is a roster of esteemed and highly qualified humanitarian professionals who deploy on short notice to non-emergency and emergency contexts to support the IRC s mission. Members of the GST provide specialist support where talent is most needed for short-term deployments of up to three months. The GST is a flexible employment opportunity for staff, requiring members to be available for deployments only 50% of the year (with opportunities for additional deployments).Job Overview: The Protection and Rule of Law (PRoL) Coordinator, Global Surge is responsible for Protection and Rule of Law program assessment, design, start-up, management and monitoring in acute emergency and non-acute non-emergency responses. This may include sector strategy development, proposal development, technical oversight, staff management and development, administrative supervision, budget management, grants compliance and local partner relations. A successful candidate will demonstrate ability to work in fast-paced environments and to apply creative, flexible design to Protection and Rule of Law work in challenging contexts. A successful candidate will demonstrate fluency in Arabic or French, in addition to working knowledge of English.Major Responsibilities: Program design and management


  • Provide strategic direction, leadership and overall technical management of IRC PRoL programming in country in line with the Country Program Strategic Action Plan and technical standards.
  • Lead the design of creative, context-responsive programming while ensuring high program quality and alignment with IRC s best practices.
  • Oversee the technical aspects of the implementation and coordination of protection and rule of law programs, including legal, protection monitoring, information dissemination, community based protection, support to persons with specific needs and protection mainstreaming-providing support to the senior program managers to develop work plans, spending plans to guide implementation of approved grants.
  • Ensure through program design and practice, team capacity and behavior that clients, including girls and boys and women and men participate in the design and implementation of IRC programs, and that their access to services and programs is meaningful and safe.
  • Develop and/or adapt technical tools to support day to day program implementation
  • Support the senior program managers and field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and the community.
  • Ensure that monitoring and evaluation systems are effectively designed and integrated into all stages of the project; that output and impact data are captured, and that data is used to optimize program quality.
  • Ensure that all interventions are in compliance with local laws as well as relevant international laws including International Refugee Law and Human Rights Law; and Humanitarian law.
  • Liaise regularly with the relevant protection and other HQ technical unitsNew business development
  • In close collaboration with the VPRU and PRoL team, other sectors as appropriate, Senior Emergency Coordinator, DDP and PRoL Technical Advisor.
  • Develop/propose recommendations for a PRoL strategy that is responsive to clients, prioritize local partnerships and is based on clear assessment of IRC added value in context
  • Identify opportunities for, design and develop concept notes and proposals to grow the Protection and Rule of Law portfolio in an integrated and standalone fashion, prioritizing matters of client s priorities and delivery through local partners.
  • Ensure all designed protection projects use the IRC theories of change, are based on available evidence and strengthen the evidence base at minimum always embedding monitoring and learning components
  • Develop and/or input into protection assessments, protection analysis and reporting
  • Support the incorporation of safe and inclusive programming principles in all funding proposals developed by IRC regardless of the sector.
  • Identify opportunities for partnership and strategic collaboration.Coordination and representation
  • Participate in cross-departmental collaboration and coordination with Education, Livelihood, Health , governance, child protection and Women Protection & Empowerment colleagues to ensure that linkages between programs are made and programs gain from protection best practice.
  • Coordinate with CD, DDP and other Coordinators to forge connections with key government counterparts, UNHCR and other UN, I/NGOs, local protection actors and other sub-national government actors.
  • Represent the IRC in high level and strategic meetings involving protection actors such as protection working group meetings, inter-agency coordination meetings, and bi-lateral meetings.
  • Comply with and ensure that new PROL staff understand the IRC Code of Conduct and policies related to Protection from Sexual Exploitation and Abuse and Child Safeguarding. This includes ensuring that staff and communities have knowledge of and safe, confidential access to reporting mechanisms and support services.Research, Learning and Analysis
  • Identify, monitor and report unmet needs resulting from protection risks alongside local capacities. Explore the potential of the IRC to address those needs within the parameters of the Strategic Action Plan and sector priorities.
  • Lead protection assessments, analysis and research aimed at generating a strong evidence base for IRC protection programming, as well as to inform IRC advocacy.
  • Work closely with IRC s advocacy and media teams, and the Violence Prevention and Response Unit, on the design, launch and dissemination of research reports and findings.
