Job Description
Roles & Responsibilities
Lead QA/QC for new projects and construction, including oversight of project planning services, cost management, risk management, and central contracts.
Oversee QA/QC engineering resources for Project Delivery, ensuring all deliverables comply with approved standards, international design codes, and safe operability requirements.
Manage QA/QC contracts and inspection services, including development and review of Inspection & Test Plans (ITPs) and participation in FAT and SAT as required.
Provide overall leadership and governance for Project Support services covering construction, interface management, and Projects Support.
Ensure effective cross functional integration between engineering, construction, commissioning, operations, contractors, and vendors to support project execution and risk mitigation.
Oversee Commissioning and Start Up (CSU) strategy, planning, and execution, ensuring alignment with approved procedures and project objectives.
Accountable for safe, timely system handover and smooth transition from Project Delivery to Operations in compliance with HSE and company standards.
Lead project controls and performance management, including planning, scheduling, cost control, risk analysis, change management, and accurate progress reporting.
Initiate and oversee cost, schedule, and project risk management activities, including impact assessment of proposed changes.
Obtain, consolidate, and manage inputs for annual budgeting and forecasting processes.
Oversee the centralized management of project information and documentation, including implementation of the Documentation Management System.
Audit contractors and vendors, support design changes and modifications, and prepare technical justifications and estimates as required.
Conduct project site oversight for HSE compliance and progress, while developing, coaching, and monitoring the performance and career progression of engineering resources.
Provide executive oversight of the project portfolio, ensuring alignment with corporate strategy, disciplined capital deployment, optimized resource utilization, and effective engagement with senior stakeholders.
Establish, govern, and continuously enhance the Projects Support function as a strategic enabler for Project Delivery and related business units, ensuring consistency, capability maturity, and sustainable organizational performance.

Working Conditions
Primarily office-based, occasional travel, and sporadic visits to the operation site.
Education requirements
Master s degree, or bachelor s degree or equivalent.
Language
Preferable English and Arabic.
Experience and background.
- + 10 years of experience in leading and contributing to cross-functional projects teams, and complex projects at oil and gas sectors.
- Leading Technical Functions related to (Technical Services, Projects, Operations and Maintenance).
- Preferred Project Management Professional (PMP) Certification
- Handling management roles with a proven record of HSSE professionals, budget, and business plans.

- Computer literate with expertise in MS Office.
- Technical engineering terminology in English & and Arabic languages.
- HSE, finance, budget, and reporting.
- Process Safety Management and risk management.
- In-depth knowledge of HSE regulations, standards, and best practices.
- ERP and Primavera would be a plus
Desired Candidate Profile

Responsible for developing performance improvement plans to ensure the appropriate project services tools are available and properly utilized to support the respective business functions ensuring business continuity and efficiency. The position will act by the organization s mission, vision, values, policies, and guidelines, supported by an IT technology platform, HSE standards, Oman government and other legal justifications and best international practices aligned with National objectives.
