Job Description
Roles & Responsibilities
1. Cost Planning & Budget Control
Prepare, update, and monitor detailed cost plans for masterplans, infrastructure, and vertical developments.
Lead cost benchmarking and feasibility studies during concept and schematic design stages.
Ensure alignment between development budgets, cost estimates, and business cases.
Identify and manage cost risks and opportunities throughout the project lifecycle.
2. Procurement & Contract Strategy
Develop procurement strategies aligned with project phasing and market conditions.
Oversee prequalification, tendering, evaluation, and award processes in coordination with Procurement and Legal.
Draft and review contract documentation (FIDIC, measurable, design-and-build, lump sum, etc.).
Negotiate commercial terms to ensure fair risk allocation and value for money.
3. Contract Administration & Commercial Management
Manage all post-contract activities, including progress valuations, variations, claims, and final accounts.
Ensure accurate financial reporting and forecasting of project cashflows.
Lead change control processes and maintain a real-time record of commitments and liabilities.
Provide commercial support to resolve disputes and ensure contractual compliance.
4. Governance, Reporting & Systems
Establish standard QS and commercial templates, processes, and reporting dashboards.
Support implementation of a centralized cost management system (linked to Workfront or equivalent project control tools).
Produce periodic commercial reports for internal steering committees and the board.
Ensure all financial decisions are traceable and compliant with company governance frameworks.
5. Leadership & Collaboration
Build and lead a small but high-performance in-house QS/Cost Control team.
Mentor junior staff and coordinate closely with Project Managers, Designers, and Finance.
Engage collaboratively with consultants, contractors, and government stakeholders.
Promote a culture of accountability, cost consciousness, and value creation.
Desired Candidate Profile
Bachelor s degree in quantity surveying, Construction Economics, or a related field; MSc or MRICS preferred.
12 15 years of experience in cost and commercial management, with at least 5 years in a managerial role within a developer, PMC, or large-scale mixed-use/tourism project.
Strong command of FIDIC and Omani standard contract forms.
Proven experience across infrastructure, buildings, and master-planned developments.
Excellent negotiation, analytical, and reporting skills.
Proficiency in cost management software and MS Excel; exposure to BIM-integrated cost control tools is advantageous.
