Roles & Responsibilities

The Monitoring, Evaluation and Learning (MEL) Adviser provides hands-on support across the FMU, ensuring effective MEL systems, processes and compliance for partners/grantees. This role ensures the development of a coherent MEL system for the Facility.

Key responsibilities include developing and implementing MEL systems, tools, and guidance; supporting programme design, proposals, and donor grant management; and delivering training, coaching, and capacity-strengthening for staff and partners/grantees.

The role involves close collaboration with partners to identify gaps, strengthen MEL systems, and ensure compliance with Nabni and donor requirements. With the support and guidance of the Head of Programme and Learning, the MEL Adviser supports the delivery of periodic adaptive management learning exercises (such as After Action Reviews).

Key responsibilities:

  • Support financing/grant-making by working closely with partners/grantees to ensure they can and do meet the MEL requirements of the Nabni grant cycle.
  • Perform data quality and compliance assessments for partners/grantees, including validation and on-site monitoring.
  • Contribute to Pillar 2 (technical assistance and capacity strengthening) by providing technical assistance and capacity strengthening support to partners/grantees in regard to MEL.
  • Support knowledge exchange and learning by providing analysis, MEL technical assistance and by leading lessons learned exercises.
  • Support organisational learning and work directly with the Head of Programme and Learning by leading analysis, lessons-learned discussions, and the production of MEL reports, dashboards, factsheets and learning papers to inform evidence-based decision-making for internal teams, partners/grantees, and donors.
  • Responsible for MEL support to colleagues with MEL responsibilities and for the development of relevant MEL training, including coaching of staff to ensure they meet expected MEL standards.
  • Compliance and adherence to NRC, Nabni, and donor policies, guidance and procedures.

Desired Candidate Profile

For this position we are looking for someone who is dynamic and innovative with proven technical Monitoring, Evaluation & Learning (MEL) expertise, working on M&E frameworks, tools and the quality of programmes preferably in a development and/or post conflict context.

We are looking non-conventional M&E experience that involves bringing partners together and creating an effective environment for learning exchange among them. Strong coaching experience will also be critical for this position and prior experience developing or managing partnerships with local organizations is mandatory for this position.

You have to be a doer with the ability to strengthen communication, trust and understanding among various stakeholders as well as the ability to work collaboratively with diverse and sometimes remote teams. To excel in this role, excellent coordination, diplomacy, and facilitation skills are essential.
