Position Overview
Parsons Corporation is seeking a NOC Coordinator to manage authority approvals and utilities No Objection Certificates for major infrastructure projects in Dubai. The NOC Coordinator will coordinate with government entities, track submissions, resolve technical queries, and keep schedules on track to ensure timely approvals and compliant design delivery.

Key Responsibilities

* Liaise with government agencies, service authorities, and client teams to secure NOCs and approvals
* Support design coordination, review submission packages, and ensure documentation accuracy and compliance
* Track utilities NOC statuses, maintain logs, and drive timely closures against project milestones
* Attend kickoff and coordination meetings, present status updates, and follow up on outstanding actions
* Review project schedules to flag risks or delays related to NOC progress and recommend corrective actions
* Address technical queries from authorities and stakeholders, coordinating responses with design teams
* Prepare weekly and monthly reports and consolidate inputs from consultants, contractors, and agencies
* Assist with design documentation, registers, and transmittals in line with quality and records control
* Perform related tasks to support successful, on-schedule project delivery and HSE compliance

Ideal Profile

* Diploma or degree in Civil, Mechanical, or Electrical Engineering from a recognized institution
* 5-10 years of NOC coordination experience on infrastructure programs in the UAE
* Demonstrated experience working with Dubai and Northern Emirates authorities and NOC systems
* Clear written and verbal communication skills in English; Arabic language proficiency preferred
* Valid UAE driving license and access to a vehicle for authority visits
* Proactive, detail oriented, and able to manage multiple submissions and deadlines

Skills Set

* Authority liaison and approvals management across UAE service providers
* NOC submissions tracking, registers, and schedule integration
* Technical query coordination and document control practices
* Understanding of utilities interfaces for roads, drainage, power, telecom, and water
* Reporting and dashboard preparation using MS Office and project tools
* Risk identification, issue escalation, and follow through to closure
