Job Description:

We are seeking Planning Manager develops, implement, and oversee project schedules, budgets, and resources, ensuring timely and cost-effective completion by coordinating with engineers, contractors, and stakeholders, managing risks, resolving issues, and handling documentation, reporting, and compliance for road construction. Key duties involve detailed planning, resource allocation (labor, materials, equipment), progress tracking, quality control, budget management, and stakeholder communication to achieve project goals. .

Responsibilities:

  • Prepare the Baseline with appropriate concept, logic and strategy to achieve the targets, Milestones, deadline etc in consideration of the scope of works
  • Prepare project budgets, track expenses, forecast costs, and manage financial aspects.
  • Analyze the critical path of the project during Baseline Preparation and program updating.
  • Prepare weekly, Monthly and Management reports in regular intervals based on the time to time requirement
  • Monitor construction progress, analyze planned vs. actual performance, identify deviations, and report to management and clients.
  • Capable to analyze the anticipated risks of the project and advice proper methodology on time to time manner to the project team for avoiding any potential delays to the project
  • Sound knowledge about sequence of works, productivity of works and resource allocation based on the specific scope of works
  • Prepare manpower Histogram and equipment/Plant Histogram, risk register, Issue matrix based on requirement of projects.
  • Knowledge of NOCS and Authority procedures related to all the services related to Infrastructure.
  • Knowledge about contractual terms /conditions and procedures to be followed during the post contract stage
  • Identification of Delay events on time, Notifications and particular submission in aligned with contract
  • Well versed with delay analysis methodology like Time impact analysis, window analysis, Impact/Planned etc .. to meet the Claim requirement
  • Experience in preparation of Extension of Time with minimum supervision following the condition and procedures of claim based on different contracts
  • Preparation of Recovery program, Mitigation program and accelerations programs based on the requirement of project
  • Good communication ,Letter drafting skills.

Requirements:

  • Education: Bachelors degree in civil engineering or a related field.
  • Experience: 12 years and above experience managing large-scale road and bridge construction projects, including oversight of QC/QA, safety compliance, and budget control.
  • Technical Expertise: In-depth knowledge of construction processes, material management, project planning, and industry-standard project management tools.
  • Strong familiarity with project management software, such as Primavera and computer literate.
  • Leadership: Proven ability to lead, mentor, and motivate multidisciplinary teams under tight deadlines.
  • Adaptability: Ability to work in challenging environments, deliver results under pressure, and travel within Libya as needed.
  • Communication: Fluent in English (written and spoken); Arabic proficiency is a strong advantage.
