Key Responsibilities

• Review and approve the Design Basis Memorandum, including all assumptions, capacities, and operating cases.
• Review Process Flow Diagrams and verify heat and material balances.
• Review Piping and Instrumentation Diagrams to confirm correct process intent, isolation, venting, drainage, and safeguarding.
• Review process calculations, line lists, and process datasheets for major equipment.
• Review control philosophy, operating limits, and alarm set points.
• Participate in HAZID, HAZOP, LOPA, and SIL studies and verify closure of recommendations.
• Review vendor process documentation and technical deviations.
• Ensure interfaces with utilities, offsites, and downstream units are correctly addressed.
• Issue consolidated review comments and verify proper close-out.
• Confirm that the final design reflects refinery operational and safety requirements.
• Review hazardous area classification.
• Lead or participate in HAZID, HAZOP, LOPA, and SIL studies.
• Review relief systems, flare systems, and depressurization philosophy.
• Review fire and gas detection philosophy.
• Review active and passive fire protection systems.
• Ensure compliance with API, NFPA, OSHA, and applicable local HSE regulations.
• Track and verify closure of all safety-related actions.
• Ensure project risks are reduced to an acceptable level (ALARP).
