Job Description:

Parsons is seeking an experienced Programme Expert Civil & Stations to join our dynamic team. In this role, you will be responsible for managing and overseeing the planning, design, and delivery of civil and station infrastructure works within a major high-speed rail programme. You will coordinate across multiple engineering disciplines, contractors, and stakeholders to ensure successful project execution in line with scope, schedule, cost, quality, and safety objectives .

What You'll Be Doing:

  • Lead and manage the civil and stations workstream within the overall programme framework.

  • Establish, implement, and maintain project planning processes, procedures, systems, and tools.

  • Develop and maintain the Master Integrated Schedule, integrating all work packages and dependencies.

  • Oversee design development, construction planning, and delivery of civil structures and station facilities.

  • Review and validate contractors baseline schedules and technical documentation.

  • Identify and manage risks, maintaining the Project Risk Register and facilitating risk workshops.

  • Monitor project progress, manage delays, and implement mitigation strategies.

  • Conduct delay analyses and assess EOT/disruption claims using industry-standard techniques.

  • Ensure compliance with contractual, technical, and safety requirements across all packages.

  • Coordinate with design consultants, contractors, and multidisciplinary teams.

  • Prepare regular progress reports, dashboards, and key performance metrics.

  • Communicate effectively with stakeholders and deliver presentations to management.

  • Provide expert guidance on construction phasing, interface management, and value engineering opportunities.

  • Manage and develop a team of planning engineers/leads.

  • Contribute to change management, cost control, and claims evaluation related to civil and stations scope.

What Required Skills You'll Bring:

  • Bachelor s degree in civil engineering, construction management, or a related discipline from bachelor s degree in civil engineering or a related discipline (Master s degree preferred).

  • Minimum 15 years of experience in rail and infrastructure projects

  • Proven track record in managing civil and station design and construction within large-scale rail projects.

  • Strong understanding of international standards, design management, and construction methodologies.

  • Experience working in multi-disciplinary and multi-contract environments.

  • Familiarity with project controls, risk management, and stakeholder engagement processes.

  • Excellent communication, leadership, and coordination skills.

  • Prior experience in the Middle East region is an advantage
