Job Description
Roles & Responsibilities
HSE Policies
Develop, review, and update relevant HSE policies based on lessons learned and relevant environmental/ labour law conditions in Oman to ensure the relevant HSE policies establishment which can be followed by all ESBAAR employees.
Budgets and Plans
Contribute to the preparation of the HSE department budget and monitor the financial performance of a given area versus the budget so that areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalised upon.
Sign-off and Closure
Sign-off the closure of any deviations, discrepancies, non-compliances, and response on emergencies based on the severity level to ensure all relevant mitigation steps have been taken and the issue has been completely resolved including the recovery of affected resources.
Conduct preliminary investigations of incidents occurring in company locations e.g., examining incident sites, questioning victims and witnesses, preliminary identification of possible causes, ensuring timely and accurate reporting, to understand the broad detail of the incident.
Training and Awareness
Provide appropriate environmental training and awareness sessions to maintain and increase readiness and competency of personnel to respond to any emergency or environmental hazard
Plan the emergency training plan and oversee its implementation to ensure employees of ODC are aware of the response action during an emergency.
Risk Assessment
Oversee and guide the HSE Department on the implementation of techniques and other analyses to assess environmental, health and safety risks to identify and prevent hazards that may lead to significant losses thus minimising risks.
Identifying the root cause and analysing the risk information collected by the subordinates and proposing mitigations towards it.
Human Capital Management
Manage the effective achievement of objectives through setting individual objectives, managing performance. developing staff, and providing formal and informal feedback to maximise overall performance and team motivation.
Audits
Review and oversee the development of relevant environmental, health and safety, files and documents to support internal and external auditors in the completion of their work.
Collaboration
Collaborate with internal and external stakeholders of ESBAAR on matters related to health and safety and environment to ensure updating of HSE policies and procedures or creating awareness amongst the employees.
Reports
Prepare in a timely and accurate manner HSE departmental reports to meet ESBAAR policies and standards, and department requirements.
Policies, Systems, Processes & Procedures
Direct the development in collaboration with other departments and oversee the implementation of administrative policies, systems, processes, procedures, and controls to ensure that ESBAAR activities are fully integrated and delivered to best practice and industry standards.
Quality, Health, Safety, & Environment
Direct the compliance of all relevant quality, health, safety and environmental management policies, procedures, and controls across the department to guarantee employee safety, delivery of high-quality products/services and a responsible environmental attitude.
Desired Candidate Profile
Minimum Qualifications
Bachelor s Degree in science/Engineering or equivalent with additional professional qualifications in HSE and Fire & Safety Management Systems
Minimum Experience:
7-10 years experience in HSE, minimum of 2-4 years in a supervisory capacity.
Experience in related Oil & Gas industry.
