Job Description
Roles & Responsibilities
The SMS Manager is responsible for overseeing and continuously improving the Academy’s Safety Management System in compliance with GCAA CAR-ORA and CAR-SMS regulations. The role involves managing safety reporting and investigations, conducting risk assessments, promoting safety culture and training, and coordinating with internal teams, the Accountable Manager, the Safety Review Board, and regulatory authorities. The SMS Manager also monitors safety performance through data analysis and ensures continuous improvement of safety practices across the Academy.
1. Safety Management System Oversight
· Manage and continuously improve the Academy’s SMS.
· Ensure compliance with GCAA CAR-ORA, CAR-SMS standards.
· Monitor and review safety policies, objectives, and procedures.
2. Reporting & Investigations
· Manage the safety reporting system and encourage a Just Culture.
· Investigate incidents, hazards, and occurrences to identify root causes.
· Recommend corrective and preventive actions and track their effectiveness.
3. Risk Management
· Conduct safety risk assessments for new and existing operations.
· Identify hazards and evaluate associated risks.
· Ensure risks are mitigated to an acceptable level.
4. Safety Promotion & Training
· Promote safety awareness across all staff and students.
· Conduct safety briefings, workshops, and awareness sessions.
· Ensure staff are trained in SMS responsibilities.
5. Coordination & Communication
· Work closely with the Compliance Monitoring Manager and Operations teams.
· Report safety performance and key issues to the Accountable Manager and Safety Review Board (SRB).
· Act as the main contact for safety matters with GCAA and external bodies.
6. Monitoring & Continuous Improvement
· Collect and analyze safety data, trends, and performance indicators.
· Provide regular safety reports to management.
· Ensure continuous improvement of safety practices.
Desired Candidate Profile
- Bachelor’s degree in Aviation, Safety Management, Aeronautical Engineering, or related field.
- GCAA-approved Safety Management System (SMS) training
- Additional qualifications in Aviation Safety, Human Factors, or Risk Management are an advantage.
- Minimum 5 years of experience in aviation operations, training, or safety management.
- Proven experience in implementing and maintaining SMS in compliance with GCAA CAR-ORA and CAR-SMS.
- Experience in safety investigations, occurrence reporting, and risk assessments.
- Prior work within a Part 141 flight training organization or ATO (preferred).
- In-depth knowledge of ICAO Annex 19, GCAA CAR-SMS, and CAR-ORA regulations.
- Strong understanding of aviation safety principles, risk management methodologies, and just culture philosophy.
- Excellent analytical, investigative, and problem-solving skills.
- Ability to use safety data management and analysis tools.
- Skilled in conducting safety training, briefings, and promotional campaigns.
- Ability to engage staff and students in a positive safety culture.
