Job Description
Roles & Responsibilities
Purpose of Assignment: To provide expert support to the UNRWA Ethics Office in managing complaints and cases of protection against retaliation (PaR), in line with UNRWA and UN policies and procedures. The consultant will also contribute to capacity building, policy and practice strengthening, and awareness-raising efforts. Scope of Work and Key Responsibilities: The consultant will engage in the following:
1. Case Management and Advisory
- Conduct preliminary assessments of complaints and reports of retaliation, in accordance with UNRWA s Policy on Protection against Retaliation for Reporting Misconduct and relevant Standard Operating Procedures, under the guidance of the Chief of Ethics Office.
- Draft reports, memoranda, and recommendations for each case, including: Reports to the Department of Internal Oversight Services (DIOS) for cases with a prima facie determination. Recommendations for interim relief, as appropriate. Communications to complainants on assessment outcomes. Memoranda for cases where no retaliation is found. Review investigation reports and, in consultation with the Chief of Ethics, draft recommendations and propose actions based on findings.
2. Capacity Building and Awareness
- Collaborate with Ethics Office colleagues to develop and deliver training materials, curricula, and communications to increase awareness and understanding of PaR.
- Contribute to internal and external messaging on PaR, including presentations, guidance notes, and outreach materials.
3. Stakeholder Coordination
- Liaise with relevant UNRWA departments (e.g., DIOS, HR, Ombudsman) and external stakeholders as required, ensuring confidentiality and impartiality.
4. Policy Review and Technical Advice
- Provide technical advice on the substance and implementation of UNRWA s PaR policy and Standard Operating Procedures.
- Identify good practices, as well as areas for strengthened interventions and propose improvements.
Desired Candidate Profile
Advanced university degree (Master s or equivalent) in law, ethics, social sciences, organizational behavior, or a related field. Minimum 7 years of progressively responsible experience in organizational ethics, investigations, legal analysis, or related areas, preferably within the UN or international organizations. Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. Demonstrated experience in handling retaliation, whistleblower protection, or workplace misconduct cases. Experience in policy review, training, and capacity building is an asset.
