Job Description

Roles & Responsibilities

  • Thoroughly review and interpret all tender documents, including the Instructions to Bidders, Conditions of Contract, Technical Specifications, Drawings, and the Bill of Quantities (BOQ).

  • Identify commercial, technical, and operational requirements and constraints early in the bidding process.

  • Ensure absolute compliance with all strict client submission guidelines and formatting rules.

  • Conduct comprehensive mandatory site visits to assess physical conditions, existing utilities, local practices, and logistical constraints that may impact project costs.

  • Identify commercial risks within the tender, such as severe Liquidated Damages for delays, tight completion schedules, and specific Performance Bond (e.g., 10%) or Bid Bond requirements, and factor these into the final bid pricing.

  • Prepare precise, data-driven cost estimates and price the BOQ accurately.

  • Execute detailed price breakdowns for unit rates, clearly showing the costs for materials, installation (fixation), labor, transport, overheads, and profit margins, in strict accordance with client requirements.

  • Maintain an up-to-date database of local market rates for labor, materials, and equipment.

  • Source, evaluate, and compare quotations from subcontractors and approved suppliers to ensure competitive and compliant pricing.

  • Procure a minimum of three distinct quotations for items not explicitly included in standard BOQs to determine the best value and ensure compliance with open-book pricing rules.

  • Conduct rigorous arithmetic checks on all submitted pricing schedules and summaries. (Note: Mathematical errors in government tenders can lead to severe financial penalties, forfeiture of the bid bond, or outright rejection of the tender).

  • Ensure no unauthorized modifications, alterations, or corrections are made to the original tender documents.

  • Work closely with the Bid Manager, Quantity Surveyors, and Contracts Managers to ensure all alternative proposals, method statements, and commercial qualifications are accurately documented.

  • Ensure the final tender package is fully complete, correctly signed/stamped by the Authorized Signatory, and prepared for submission well before the strict tender deadlines.

Desired Candidate Profile

  • Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field.

  • 7–10+ years of professional experience in cost estimation within the commercial construction, infrastructure, or facilities management sectors.

  • Strong technical background in MEP (Mechanical, Electrical, and Plumbing) works, with specialized knowledge and experience in estimating Data Centre HVAC systems.

  • Proven history of successfully pricing, submitting, and winning complex government, military, or large-scale commercial tenders.

  • Expertise in modern estimation software and advanced proficiency in Microsoft Excel. Familiarity with standard UAE contracting procedures and government portals is highly preferred.
