Role Overview

The Vice President – Procurement will lead end-to-end procurement activities across major contracting, subcontracting, and material packages for large-scale real estate and construction projects. The role requires deep understanding of the UAE construction market, strong commercial acumen, and expertise in strategic sourcing, tender management, and vendor negotiations. The incumbent will ensure best-value procurement outcomes, compliance, and seamless coordination with internal and external stakeholders.

Key Responsibilities

• Strategic Procurement Management
• Own the entire procurement lifecycle for major contractor, subcontractor, and material packages across multiple projects.
• Develop procurement strategies aligned with project timelines, budgets, and technical specifications.
• Identify, assess, and onboard capable contractors and suppliers within the UAE and regional markets.

Tendering & Contracts

• Lead pre-qualification, tender floating, bid invitations, bid evaluations, and recommendations.
• Conduct technical and commercial assessments in collaboration with Engineering, Cost, and Project teams.
• Drive negotiation strategies ensuring competitive pricing, value engineering opportunities, and optimal contract terms.
• Prepare and review contract documents, procurement schedules, and award recommendations.

Vendor Management & Market Intelligence

• Build and maintain strong relationships with key contractors, subcontractors, and suppliers.
• Conduct regular vendor meetings, performance reviews, and compliance checks.
• Monitor market trends, pricing benchmarks, and new entrants to ensure competitive sourcing.
• Evaluate market capacity, material availability, and contractor capabilities to support future project demands.

Governance & Risk Management

• Ensure procurement policies, approval matrices, and compliance standards are adhered to.
• Mitigate procurement and contractual risks through robust documentation and due diligence.
• Maintain audit-ready records and procurement dashboards.

Cross-Functional Collaboration

• Work closely with Project Management, Engineering, Design, Cost Control, Commercial, and Legal teams for seamless procurement execution.
• Support leadership with procurement insights, budget updates, and strategic recommendations.
