Roles & Responsibilities

Job Title: Chief Corporate Services

Reports to: Chief Executive Officer (CEO)

Direct Reports: Finance & Administration Department, IT Infrastructure Department, Systems & Development Department, Human Capital Department

Job Purpose:

Chief Corporate Services holds a strategic leadership role responsible for overseeing and directing the core support functions of the Exchange, including Finance, Human Capital, Systems & Development, and IT Infrastructure. The role carries primary accountability for planning, implementing, guiding, and monitoring all financial, administrative, technical, and operational activities related to these functions, ensuring financial and operational sustainability, enhancing the efficiency of corporate support services, and enabling the achievement of the Exchange s strategic objectives.

The position also leads the development of relevant policies, systems, and procedures, strengthens the digital infrastructure, and oversees financial reporting and compliance to ensure a secure and effective operating environment that enhances the Exchange s readiness and stability. Additionally, the role plays a key part in driving strategic planning processes and providing executive advisory support to ensure informed and effective institutional decision making.

Key Responsibilities:

  • Develop and implement financial, administrative, and technology strategies and policies aligned with the Exchange s strategic objectives.
  • Oversee budgeting, financial forecasting, cash flow management, and the enhancement of financial efficiency.
  • Ensure accuracy and timeliness of financial statements in accordance with accounting standards and regulatory requirements.
  • Monitor market trends and economic indicators to inform sound financial decisions.
  • Prepare and present financial statements and performance reports to senior management and regulatory authorities.
  • Collaborate with the executive leadership team by providing financial analyses, modelling, and strategic planning inputs.
  • Evaluate and enhance financial systems and technologies to support the Exchange s growth and financial stability.
  • Ensure effective internal controls that safeguard the Exchange s assets and financial/operational stability.
  • Manage relationships with banks, financial institutions, and key stakeholders.
  • Lead negotiations on financial agreements, contracts, and partnerships to maximize the Exchange s financial interests.
  • Oversee projects related to In Country Value (ICV) enhancement.
  • Oversee the Human Capital Department and ensure the development and implementation of policies and procedures aligned with best practices.
  • Lead succession planning, training & development, performance management, compensation & benefits, and talent acquisition.
  • Supervise administrative services and facilities management to ensure operational efficiency.
  • Oversee the Systems & Development Department, ensuring systems and applications meet business needs and operational requirements.
  • Supervise the development, enhancement, and modernization of technical systems and ensure the provision of required technical support.
  • Oversee the IT Infrastructure Department, ensuring the readiness, stability, cybersecurity, and business continuity of the technical environment.
  • Review and approve technology and infrastructure needs, evaluate technical contracts, and ensure adherence to cybersecurity standards.
  • Monitor the performance of reporting departments and provide periodic updates on departmental progress to senior management.
  • Ensure compliance with internal policies, regulatory frameworks, and legislative requirements.
  • Identify and assess operational risks within reporting departments and develop mitigation plans.
  • Coordinate with regulators and internal/external auditors, ensuring the provision of required documentation.
  • Drive and implement process improvement initiatives to enhance operational efficiency and integration across support functions.
  • Lead and guide departmental teams, fostering a culture of high performance, professional development, and accountability.
  • Oversee key performance indicators (KPIs) for reporting departments.
  • Report operational risks or non compliance incidents to the Risk & Compliance Department.
  • Represent the Exchange in relevant forums, demonstrating commitment to governance and transparency.
  • Carry out any other responsibilities assigned by the Chief Executive Officer within the scope of the role.
