Closeout Manager – Infrastructure Projects (Dubai, UAE)

Alghanim International is seeking an experienced Closeout Manager to lead project closeout activities for major infrastructure and civil projects in Dubai. The ideal candidate will have strong exposure to RTA standards and requirements, and hands-on experience with roads, utilities, bridges, and infrastructure works.

Key Responsibilities

-Lead and manage end-to-end project closeout activities in compliance with RTA and other relevant authorities.

-Coordinate with project teams, consultants, and authorities to ensure smooth handover.

-Prepare and submit all closeout documentation including as-built drawings, final dossiers, O&M manuals, asset registers, warranties, and punch lists.

-Ensure all project deliverables meet contractual, technical, and regulatory requirements.

-Monitor final inspections, testing & commissioning, and handover approvals.

-Resolve outstanding technical issues and ensure closure of NCRs/SORs.

-Liaise with RTA for final NOC closures and project acceptance.

-Track and report closeout progress, risks, and action plans to senior management.

-Document lessons learned and support continuous improvement initiatives.

Requirements

-Bachelor’s degree in Civil Engineering or related field.

-10–12 years of experience in the construction/infrastructure sector.

-Mandatory: Experience working on RTA projects for at least 1–2 years or involvement in 1–2 RTA infrastructure projects.

-Strong background in roads & utilities, bridges, and infrastructure works.

-Excellent knowledge of Dubai authority procedures, especially RTA closeout requirements.

-Strong documentation, coordination, and stakeholder management skills.

-Ability to work under pressure and deliver within deadlines.
