Desired Candidate Profile

Job Purpose

The job holder is responsible for set-up Project Quality Plan and promoting, advising, and facilitating all QA/QC matters in GHBR Development Project to ensure the plants/facilities are constructed in fully compliance with SONATRACH and/or PTTEP engineering specification and applicable to Local and International Codes & Standards.

Key Accountabilities

General Responsibilities

• Be a focal point for Quality Assurance and Quality Control (QA/QC) matters for GHBR Development Project.
• Be a focal point interface with Government authorities i.e. AST-ARH-DGM-DMI-DDE-ONML
• Responsible for managing of Factory and site inspection with coordinate with Buyers, 3rd party and End users of different departments.
• Responsible for developing, implementing, audit and monitoring Project Quality Plan and QA/QC programs for GHBR Development Project in compliance to SONATRACH and/or PTTEP engineering specification and applicable Local and International Codes & Standards.
• Ensure that the plants/facilities are constructed in accordance with SONATRACH and/or PTTEP & Project Specifications, design documents, applicable Algerian Laws, Authorities, Codes & Standards, and acceptable work practices.

Responsibilities during FEED/EPC Bidding

• Prepare Tender/Contract documents regarding QA/QC requirements
• Prepare Tender Evaluation Criteria regarding QA/QC aspect
• Answer FEED/EPC Bidders inquiries regarding QA/QC requirements, SONATRACH and/or PTTEP Specifications and applicable Local and International Codes & Standards
• Prepare/review and approval of preliminary, Final and MRB dossiers
• After bid opening, review technical proposals from each Bidder against QA/QC Tender Evaluation Criteria and prepare Tender Clarification regarding QA/QC aspect as necessary
• Conclude QA/QC Tender Evaluation together with area of concern & mitigation plan for each bidder as part of Technical Evaluation Report

Responsibilities during FEED/EPC Execution

• Develop the Project Quality Plan for the GHBR Development Project and ensure alignment with Company and Project requirements.
• Establish, implement, and maintain the Project Quality Management System (QMS) to support all FEED and EPC activities.
• Prepare and manage Project QA/QC procedures, Inspection & Test Plans (ITPs), and associated quality documents to effectively oversee QA/QC performance of EPC Contractors and construction activities.
• Ensure the quality performance of EPC Contractors by reviewing engineering design deliverables, vendor documentation, and all QA/QC procedures submitted by Contractors and Subcontractors, including oversight of QA/QC activities performed across all tiers.
• Monitor and verify QA/QC performance during onshore construction, ensuring compliance with SONATRACH and/or PTTEP requirements, Project Specifications, design documents, applicable codes and standards, and accepted engineering and construction practices.
• Provide guidance and recommendations for quality improvement to SONATRACH, PTTEP CSR, and Contractors as needed.
• Lead and coordinate QA/QC audits and construction assurance activities to confirm that engineering, procurement, vendor, and construction deliverables meet Project Specifications, Local and International Codes & Standards, Algerian laws, and all regulatory requirements.
• Supervise and provide directions to QA/QC personnel, including QA/QC Engineers, Supervisors, and Inspectors.
• Review and evaluate deviation requests, concessions, and Management of Change (MOC) proposals submitted by EPC Contractors to ensure technical soundness and compliance with Project requirements.
• Conduct quality assessments and audits of new vendors proposed by EPC Contractors during project execution, particularly those not included in the Company s Approved Vendor List, to ensure their capability, compliance, and suitability prior to approval.

Professional Knowledge & Experience

• Bachelor degree in Mechanical, Welding, Metallurgy/Corrosion Engineering or equivalent professional qualification in related fields.
• Minimum of 12 years of relevant QA/QC experience in a similar role with minimum 10 years working experience in Major Oil & Gas Construction Onshore Projects.
• Experience in developing Quality Management systems, Quality Assurance, work processes, best practices in large-scale Construction projects
• Certified by CSWIP 3.2 or AWS for Welding inspection will be advantage
• Certified by CSWIP or PCN Level 2 for RT will be advantage
• Certified by ASNT Level 2 for MT and PT will be advantage
• Certified by NACE or equivalent recognized international organization for Painting inspector
• Strong knowledge in fabrication, welding and NDE techniques (RT, UT, MT & PT), external & internal surface preparation and protective coating techniques
• Strong knowledge and familiar with applicable Local and International Codes and Standards for Oil and Gas Industry.
• Familiar with Algerian EPC Projects or Operation is a plus benefit.
• Demonstrates good judgment in problem solving, including selecting methods and techniques for obtaining solutions.
• Demonstrate high level of interpersonal skills and integrity.
• Stakeholder Management skills - Proven ability to build strong working relationship with internal and external parties.
• Fluent in written and spoken English and French

• Individual must be capable of working independently, efficient and competent in carrying out duties.
• Internal: Relevant Depts in PLS and Corporate
• External: EPC Contractors, SONATRACH and Project Governance, JV Partners, Government Authorities as well as other external parties, if required.
