Roles & Responsibilities
We are seeking a strategic and accomplished Director of Administration & Human Resources to lead our people strategy and administrative functions in Qatar. This senior executive position requires an exceptional HR leader with extensive experience in developing and implementing comprehensive human capital strategies, building high-performance cultures, and ensuring operational excellence in administrative functions. The ideal candidate will be a trusted advisor to executive leadership, driving organizational effectiveness through innovative HR programs, robust administrative systems, and strong employee engagement initiatives.
Key Responsibilities
- Strategic HR Leadership: Develop and execute comprehensive HR strategies that align with business objectives and support organizational growth; serve as a strategic business partner to the CEO and executive leadership team on all people-related matters.
- Talent Acquisition & Management: Lead end-to-end recruitment strategies to attract, select, and onboard top talent; develop employer branding initiatives; manage relationships with recruitment agencies; oversee visa processing and work permit applications in compliance with Qatar labor laws.
- Organization Development: Drive organizational design, restructuring initiatives, workforce planning, succession planning, and talent pipeline development; conduct organizational assessments and implement improvement strategies.
- Performance Management: Design and implement comprehensive performance management systems including goal-setting frameworks, performance appraisals, 360-degree feedback, and performance improvement plans; ensure alignment with business objectives.
- Compensation & Benefits: Develop and manage competitive compensation structures, salary benchmarking, benefits programs, and total rewards strategies that attract and retain talent while maintaining internal equity and external competitiveness in the Qatar market.
- Learning & Development: Establish and oversee comprehensive training and development programs including leadership development, technical skills training, soft skills enhancement, and career development pathways; manage training budgets and evaluate program effectiveness.
- Employee Relations & Engagement: Foster positive employee relations through effective communication channels, grievance handling procedures, conflict resolution mechanisms, and employee engagement initiatives; conduct regular employee satisfaction surveys and implement action plans.
- Labor Law Compliance: Ensure full compliance with Qatar Labor Law, Ministry of Administrative Development, Labor and Social Affairs (MADLSA) regulations, Qatar visa and immigration regulations, and all applicable employment laws; manage relationships with government authorities and labor offices.
- HRIS & Technology: Lead the implementation and optimization of Human Resource Information Systems (HRIS), applicant tracking systems (ATS), payroll systems, and HR analytics platforms; leverage HR technology to improve efficiency and data-driven decision-making.
- Industrial Relations: Where applicable, manage labor union relationships, collective bargaining agreements, and worker committee interactions; ensure constructive dialogue and resolution of labor-related matters.
- HR Policies & Procedures: Develop, implement, and regularly update HR policies, employee handbooks, code of conduct, disciplinary procedures, and HR standard operating procedures in accordance with Qatar labor laws and best practices.
- Compensation Management: Oversee payroll processing, ensure accuracy and timeliness of salary payments, manage end-of-service benefits calculations, and coordinate with finance on HR-related financial matters.
- Administrative Operations: Direct all administrative functions including office management, facilities management, vendor management, fleet management, travel administration, corporate events, and general services.
- HR Analytics & Reporting: Establish HR metrics and analytics frameworks to measure workforce effectiveness, turnover rates, recruitment efficiency, training ROI, and other key HR indicators; provide regular reports to senior management and Board of Directors.
- Team Leadership: Lead, mentor, and develop a team of 10-25+ HR and administrative professionals; establish clear objectives, provide coaching and professional development opportunities, and foster a culture of service excellence.
Desired Candidate Profile
Educational Qualifications
- Essential: Master's degree in Human Resources Management, Business Administration (MBA with HR specialization), Organizational Development, Psychology, or related field from a recognized university.
- Professional Certifications Preferred: SHRM-SCP (Senior Certified Professional) or SHRM-CP (Certified Professional), CIPD Level 7 (Chartered Member status preferred), HRCI Senior Professional in Human Resources (SPHR) or equivalent
- Additional Certifications : Certified Compensation Professional (CCP), Global Professional in Human Resources (GPHR), Change Management certification, or Executive Coaching certification.
Experience Requirements
- 15-20+ years of progressive experience in human resources and administration, with a minimum of 7-10 years in senior HR leadership positions such as HR Director, VP HR, or Chief People Officer.
- Proven track record managing comprehensive HR functions for organizations with 500-2000+ employees.
- Extensive experience in the Qatar market or GCC region, with demonstrated expertise in Qatar Labor Law, MADLSA regulations, visa/immigration procedures, and local HR practices.
- Strong background in industries such as logistics, B2B services, contracting, manufacturing, hospitality, or professional services sectors.
- Experience managing HR for multi-location, multi-national organizations with diverse workforce demographics.
- Demonstrated success in leading HR transformation initiatives, HRIS implementations, and cultural change programs.
- Experience in both strategic HR planning and hands-on operational HR execution.
